大气污染治理中的地方政府策略研究

【摘要】：大气污染问题是一项关乎生存和制约发展的大问题,因而对其治理不仅是生态文明建设的重要内容,也是实现美丽“中国梦”的必然选择,不能靠天吃饭,应该实行铁腕治理。地方政府作为地方公权力的代表,肩负着中央政府环境政策执行者和地区环境事务责任人的双重角色,其治理策略运用的好坏直接关系到实际的治理效果,因而在大气污染治理中占据着主导地位。然而在实际的治理过程中,地方政府虽能广泛认同多主体参与治理的重大战略布局,但仍旧存在着自身治理能力不足和外部力量协调不畅的双重困境,显现出具体治理技巧和手段的失灵。因此,如何优化地方政府在大气污染治理中的策略,实现内部能力提升和外部力量调和的协同作用,是目前我国地方政府应该深入思考和探讨的重大问题。本文从地方政府在空气污染预防和控制策略的实际运用情况出发,对地方政府怎样更好地履行治理义务和提高治理能力提出了优化建议。首先,文章对大气污染、大气污染治理、地方政府以及地方政府治理策略进行了概念界定,其中包括对大气污染现状、原因和对策的简要分析。其次,以治理理论、博弈理论和协同理论作为研究基础,对地方政府应该履行的治理责任、必然面临的利益博弈和需要采取的策略模式进行了基本探讨。紧接着,在概念和理论的指导下,选取典型省份的治理法制规范和实践举措作为样本进行具体分析,并总结出我国地方政府治理的局限所在。再次,整合和借鉴国外宝贵的治理实践和经验,作为国内研究的重要补充。最后,在充分吸收国内外治理经验的基础上,紧密结合我国地方政府治理的实际情况提出了内外结合的优化策略。即在治理大气污染过程中,指导性战略和具体性战术同时兼顾,更加注重具体性战术的应用,在多方参与的战略布局的指引下,充分保障具体治理技巧和手段的发挥,将治理行动落到实处。此外,在理论的相互补充、策略的综合布局以及经验的内外总结上,本文体现出其特有的写作价值和创新所在。
[Abstract]:The problem of air pollution is a big problem related to survival and restricting development. Therefore, its management is not only an important content of the construction of ecological civilization, but also an inevitable choice to realize the beautiful "Chinese Dream", and can not depend on the sky to eat. The local government, as the representative of local public power, bears the dual roles of the executive of the central government's environmental policy and the responsibility of the regional environmental affairs. The use of its governance strategy is directly related to the actual effect of governance, so it plays a leading role in the treatment of air pollution. However, in the actual process of governance. Although the local government can widely agree with the major strategic layout of multi-subject participation in governance, there still exists the dual dilemma of insufficient governance capacity and poor coordination of external forces. Therefore, how to optimize the strategy of local government in the treatment of air pollution, to achieve the internal capacity enhancement and the coordination of external forces. It is an important problem that our local government should think deeply and discuss at present. This article starts from the actual application of the local government in air pollution prevention and control strategy. How to better fulfill the governance obligations and improve the governance ability of local governments is put forward. First, the article on the air pollution, air pollution control. Secondly, the governance theory, game theory and coordination theory as the research basis.
