多元共治视角下我国环境治理体制重构探析

【摘要】：在当前我国生态环境问题日益严峻的形势下,环境治理逐渐成为各界共同关注的议题,政府、市场与社会不同程度的失灵,使得传统的环境监管体制陷入了无力的境地。在全面深化改革的历史新阶段,通过顶层设计、地方政府改革与社会创新,我国的环境治理体制正在重构,即在多元主体共同参与治理的理念下,探索市场、协商、倡导和赋权等机制,共享生态文明建设的成果与价值。
[Abstract]:Under the increasingly severe ecological environment problems in our country, environmental governance has gradually become a common concern of all walks of life. The government, market and society are failing to varying degrees. In the new stage of comprehensively deepening the reform, through top-level design, local government reform and social innovation, China's environmental governance system is being reconstructed. That is to explore the mechanism of market consultation advocacy and empowerment in order to share the achievement and value of ecological civilization construction under the concept of multiple subjects participating in governance.
