基于区域分工与合作的生态补偿机制设计

【摘要】：区域生态与经济协调发展是可持续发展的本质要求,但由于生态产品的产权模糊和外部性等问题,使得区域协调发展陷入困境。通过构建两类地区、两类产品的区域分工与合作模型,运用区域分工、比较优势和外部性等理论分析区域发展失衡的原因发现,构建区域间生态补偿机制是解决区域协调发展失衡和充分发挥生态产品正外部性的唯一办法。为实现区域生态与经济协调发展,根据生态补偿的利益相关者理论,构建纵横交错的网络型生态补偿体系,并从政府环保信息公开制度、公众参与积极性、政府NGO以及环保教育四个方面提出政策建议,为推进我国生态补偿机制建设提供理论依据。
[Abstract]:The coordinated development of regional ecology and economy is the essential requirement of sustainable development. However, due to the ambiguity of property rights and externality of ecological products, regional coordinated development is in difficulty. The regional division of labor and cooperation model of the two kinds of products, using the regional division of labor, comparative advantage and externality, to analyze the reasons for the imbalance of regional development. The construction of interregional ecological compensation mechanism is the only way to solve the imbalance of regional coordinated development and give full play to the positive externality of ecological products. In order to realize the coordinated development of regional ecology and economy, according to the stakeholder theory of ecological compensation, Construct the network ecological compensation system, and put forward the policy suggestions from four aspects: government environmental information disclosure system, public participation enthusiasm, government NGO and environmental protection education. In order to promote the construction of ecological compensation mechanism in China to provide a theoretical basis.
