广州市生活垃圾治理的政府行为研究

【摘要】：随着城镇化的快速发展,我国城市人口迅速增长,居民生活水平大幅提高,同时也带来了垃圾排放量的迅速增加,不断出现垃圾围城现象。垃圾围城不仅严重影响着城市环境,也日益困扰着城市居民的生活。垃圾治理在我国起步较晚,传统的垃圾治理方式渠道单一,粗放式排放,没有必要的垃圾治理基础设施,同时政府和民众对垃圾治理问题认识不足,缺乏资金和人员支持,造成城市自然资源、自然环境都受到了垃圾的侵蚀。例如大量的垃圾堆积占用城市土地,对城市土壤、水体、大气造成了一定程度的污染。生活垃圾已经严重影响到城市民众的日常生活,因此,随着时代的进步,垃圾治理逐渐成为一个受到广泛关注的社会热点问题。作为国家中心城市的广州市,不仅拥有位居前列的经济发展水平,同时庞大的城市人口也同样面临垃圾治理问题。本文以垃圾治理为例,从广州市传统的生活垃圾治理方法入手,分析当前垃圾治理存在的各种问题,针对性提出解决的对策,从政府行为角度通过科学合理的方法解决广州市垃圾治理问题。本文对于广州市生活垃圾治理的政府行为研究分为以下几部分：绪论部分。总述本文研究内容：本文通过对广州市城市生活垃圾进行详细的调查,通过广泛的收集资料,深入了解广州市目前生活垃圾的排放量,收集方法,主要的处理方式,当前垃圾治理不足等问题。通过分析进而得出,垃圾治理各个环节存在的问题,即：垃圾收集基础设施不足,垃圾分类措施不到位,垃圾治理方式粗放,垃圾治理新技术执行不力,垃圾治理管理制度缺失。在此基础上,提出解决广州市城市生活垃圾的具体措施是政府带头,共同关注,现代化技术手段和规范化管理。第二章阐述了垃圾治理方面的理论概念,针对生活垃圾和城市垃圾的定义,对相关方面的理论研究进行了综合分析。从理论上对城市垃圾治理不当带来的危害进行了研究,同时针对未来垃圾治理的发展方向,从政府的角度提出公共产品理论及政府职能理论。第三章详细分析了广州市垃圾治理的现状及所遇到的问题,论述了广州市生活垃圾治理想要达到的目标。具体分析当前广州市生活垃圾的治理方法及情况,并对目前广州市政府在垃圾治理方面的创新之处：多项垃圾治理方式、实行生活垃圾分类、部分地区征收垃圾费等进行阐述。第四章针对广州市垃圾治理中出现的问题进行分析,从政策、基础设施、公众参与、资金匮乏等各方面分析当前阻碍广州市生活垃圾有效治理的具体原因,从政府管理、基础设施、资金支持、公众参与以及垃圾治理能够获得的综合效益方面进行论述。第五章阐述了城市垃圾带来的具体危害,以及为解决生活垃圾问题,政府及社会需要作出的投入,进而分析了这些投入所获得的收益,深入浅出的分析了广州市城市生活垃圾治理投入——产出效益,为生活垃圾治理技术的升级奠定理论基础。第六章论述广州市生活垃圾治理的政府行为优化,从相关的组织制度、深化垃圾治理方式两方面对广州市针对当前垃圾治理面临问题所采取的措施进行分析。
