欧美环境管治方案的悖谬及其启示

【摘要】：生态危机业已成为当今学界无法回避的重要议题,尽管诸多学者对资本文明消解生态问题始终心存幻想,但研析绿色技术法、自然资本化和风险转移论等颇具成效的治理方案表明,欧美国家的生态修复因存在制度性缺陷和非正义取向而不宜效仿。唯有破除永恒资本的符咒及经济理性的拘囿,寻求文明范式的转换,才能有效化解人地冲突摆脱生存困境。这对于我们正确处理资本市场与环境保护、社会主义与生态文明的关系大有裨益。
[Abstract]:The ecological crisis has become an important topic that can not be evaded by the academic circles today. Although many scholars have always had illusions about the solution of the ecological problem of capital civilization, they have studied the law of green technology. Natural capitalization and risk transfer theory show that ecological restoration in Europe and America should not be imitated because of its institutional defects and unjust orientation. Only the charm of eternal capital and the restriction of economic rationality can be broken. Only by seeking the transformation of civilization paradigm can we effectively resolve the conflict between man and land and get rid of the dilemma of existence, which is of great benefit to us in correctly handling the relationship between capital market and environmental protection, and between socialism and ecological civilization.
