京津冀大气污染治理模式演进:构建一种可持续合作机制

【摘要】：京津冀地区通过产业转移、中心城市环境索取、大事件临时合作等模式在某些指标上或者某个时期内改善了大气质量,却因利益联结匮乏、激励和监督缺失等管理困境而难以持续,加剧了区域不平衡。新型复合污染的特征彰显出构建可持续合作机制的理论诉求和现实必要性,提出应从合作组织、利益协调、有效激励、政策执行、多元参与等方面推进京津冀大气污染可持续合作治理的制度完善与机制创新。
[Abstract]:The Beijing-Tianjin-Hebei region has improved the air quality on certain indicators or within a certain period of time by means of industrial transfer, environmental claims in central cities, and temporary cooperation in major events, but because of lack of interest connections. The lack of incentive and supervision is difficult to sustain, which exacerbates regional imbalance. The characteristics of new compound pollution show the theoretical appeal and practical necessity of constructing sustainable cooperation mechanism, which should be based on cooperative organization and coordination of interests. Effective incentives, policy implementation, multiple participation and other aspects to promote the Beijing-Tianjin-Hebei air pollution sustainable cooperative governance system improvement and mechanism innovation.
