【摘要】:再生水是将城市污水处理厂的处理出水再经过深度处理后,得到的可重复利用的水资源,可以满足农业灌溉、工业生产、市政杂用等不同用途。在目前我国水资源短缺的状况下,开发和利用再生水资源是对城市水资源的重要补充,是提高水资源利用率的重要途径。随着我国社会、经济的快速发展,再生水资源的开发与利用在构建资源节约型社会、保护水资源和实现社会经济的可持续发展上具有日益突出的地位和作用。本文在研究了国内外有关项目后评估内容和指标的基础上,通过对YD再生水厂一期工程项目实例分析,应用全过程分析法,得出以下后评估结论:(1)岩东再生水厂一期工程符合国家政策和地方需求,决策科学合理,建设费用得到有效控制,由于建设过程中天气因素影响,工期略有延误,但经合理补救,项目建设质量优秀,三个施工标段均一次性通过竣工验收;(2)项目采用的处理工艺运行稳定,主要的污染物:化学需氧量、生化需氧量、氨氮、总磷、浊度等指标的达标率均99%以上;(3)再生水销售水量达到6万吨/日以上,主要用于工业循环冷却水,缓解了区域水资源紧缺的现状;项目所得税后内部收益率达到6.21%,所得税后投资回收期为16.95年,超过行业基准收益率5%要求;(4)项目产生显著的环境效益,减少了排入水体的污水量及污染物,使补水的河流水质由劣Ⅴ类提升到Ⅳ类水质;项目符合国家政策方向,可持续性较好。(5)通过成功度的综合评估,项目后评估结果判定为基本成功;再生水项目作为污染减排和资源循环利用项目,通过后评估,揭示了项目建设过程中可能出现的问题,问题的解决,经验的总结,提高未来项目的决策水平、设计水平、管理水平和投资效率,为今后类似项目的建设提供可靠依据。
[Abstract]:Reclaimed water is a reusable water resource obtained after advanced treatment of the treated effluent from a municipal wastewater treatment plant, which can satisfy agricultural irrigation and industrial production. The development and utilization of renewable water resources is an important supplement to urban water resources and an important way to improve the utilization rate of water resources. With the rapid development of economy and the development and utilization of renewable water resources, it is necessary to construct a resource-saving society. The protection of water resources and the realization of sustainable development of social economy play an increasingly prominent role. Based on the study of the contents and indicators of post-project evaluation at home and abroad, this paper analyzes the case study of the first phase project of YD Recycling Water Plant. By using the whole process analysis method, the following post-evaluation conclusions are drawn: 1) the first stage project of Yandong Recycling Water Plant conforms to the national policies and local needs, the decision-making is scientific and reasonable, and the construction costs are effectively controlled, due to the influence of weather factors during the construction process. The construction period was slightly delayed, but after reasonable remediation, the construction quality of the project was excellent, and the three construction stages were all completed and accepted at one time. The treatment process adopted in the project was stable. The main pollutants were: chemical oxygen demand, biochemical oxygen demand, ammonia nitrogen, chemical oxygen demand, chemical oxygen demand, ammonia nitrogen, chemical oxygen demand, chemical oxygen demand and ammonia nitrogen. The total phosphorus, turbidity and other indexes have reached the standard rate of 99% or more) the reclaimed water has been sold more than 60 thousand tons per day, which is mainly used for industrial circulating cooling water, which alleviates the current situation of regional water resources shortage. The internal rate of return of the project income tax reaches 6.21, and the payback period of the investment after income tax is 16.95 years, which exceeds the industry benchmark return rate of 5%.
