【摘要】：城市生活垃圾治理是促进城市生态文明建设的一项治理活动,其治理效果直接影响城市生态环境与城市化进程的可持续发展。在我国现代化进程持续推进的形势下,我国的城市化趋势也越来越明显。然而,伴随着城市化趋势的增强,我国开始面临着一些敏感而又复杂的问题,例如环境问题、安全问题等。其中,城市生活垃圾治理是一个相当重要且最需要迫切解决的问题。所以,城市生活垃圾治理水平就显得特别重要,它决定着城市的环境卫生状况,决定着城市能否持续健康地发展下去,因此每个城市的政府都高度关注城市生活垃圾的治理问题。本文把城市生活垃圾的治理的公私合作模式作为研究的重点,通过文献研究法、比较研究法和案例研究法,基于公共选择理论的角度来寻找目前公私合作模式在治理城市垃圾问题中的不足和困难,梳理国内外主流的公私合作模式,分析其组织结构与流程管理,研究选择各种模式的原则,从纵向对比每个阶段不同的理念和做法。同时,将国内一些地方政府在城市生活垃圾治理的工作中的公私合作治理模式进行横向对比分析,总结出城市生活垃圾公私合作治理的多样化经验,进而找到处理城市生活垃圾的科学对策,为治理城市生活垃圾的单位和部门的实际工作提供借鉴。从而实现以政府为主导,私人部门充分参与,以消除“垃圾围城”现象和推动城市生态可持续发展为主要任务导向,政府发挥政策、经济、法规等手段与私人部门通过公私合作模式科学有效地治理城市生活垃圾的目的。
[Abstract]:The treatment of municipal solid waste (MSW) is a management activity to promote the construction of urban ecological civilization, and its effect directly affects the sustainable development of urban ecological environment and urbanization process.The urbanization trend of our country is more and more obvious under the situation that our country modernization progress continues to advance.However, with the increasing trend of urbanization, China begins to face some sensitive and complex problems, such as environmental problems, security issues and so on.Among them, municipal solid waste treatment is a very important and most urgent need to solve the problem.Therefore, the level of municipal solid waste (MSW) treatment is particularly important. It determines the state of environmental hygiene in the city and whether the city can continue to develop in a sustainable and healthy manner.Therefore, the government of each city is highly concerned about the treatment of municipal solid waste.This paper focuses on the public-private cooperation model of municipal solid waste management, through literature research, comparative research and case study.Based on the theory of public choice, this paper tries to find out the shortcomings and difficulties of the current public-private partnership model in the treatment of urban waste, combing the mainstream public-private cooperation mode at home and abroad, and analyzes its organizational structure and process management.Study the principles of choosing different models and compare different ideas and practices at each stage vertically.At the same time, this paper makes a horizontal comparative analysis of the public-private cooperative governance model of some local governments in the treatment of municipal solid waste, and sums up the diversified experience of the public-private cooperative management of municipal solid waste.Then the scientific countermeasures are found to deal with municipal solid waste, which can be used as reference for the practical work of the units and departments in the treatment of municipal domestic waste.In order to realize the government as the leading, the private sector to participate fully, to eliminate the "garbage besieged" phenomenon and to promote the urban ecological sustainable development as the main task orientation, the government play a policy, economic,Regulations and other means with the private sector through the public-private partnership model of scientific and effective treatment of municipal solid waste purposes.
