皖西大别山生态功能区生态补偿标准与机制研究

【摘要】：本文以皖西大别山为研究对象,以公共物品论、外部性理论和可持续发展等科学理论为指导,在资料收集、文献调查的基础上,对研究区域内生态补偿的范围进行了确定。运用生态价值法、土地碳排放法和溢出效益法对研究区域内的生态补偿标准进行了核算,提出了研究区域内生态补偿机制的基本架构,从而使理论性与可操作性相结合,定性评价与定量评估相结合,研究与实例分析相结合,目的在于为大别山生态功能区生态环境的保护提供理论指导和实际建议。通过一年的相关研究,本文得出以下四点结论：(一)对生态补偿理论及内涵的基础进行了相关研究,总结了生态系统所提供的服务功能。通过对生态补偿相关的基础理论的研究,确定了生态受偿和生态补偿的具体对象。(二)结合皖西大别山自然环境及安徽省对皖西大别山的生态功能区划,将研究区域生态补偿空间范围划分为“生态受偿区”与“生态补偿区”。(三)以生态价值核算、土地碳排放法和溢出效益核算为依据,提出了大别山生态功能区的生态补偿标准核算体系,构建了生态价值法核算模型、土地碳排放法和溢出效益法核算模型。其中,生态价值法计算出的生态补偿标准为339.59亿元,基于土地利用碳排放的生态补偿标准为146.35亿元,溢出效益法计算出的总生态补偿标准为115.37亿,近期应获得的生态补偿的总费用为50.82亿元,中远期应获得的生态补偿的总费用为64.55亿元。在理论上得出生态补偿标准的不同方案,供决策者进行选择。(四)在综合考虑大别山生态功能区的经济、社会、政策等实际情况的基础上,提出了以大别山生态功能区生态补偿机制总框架,包括管理机制,资金运作机制,制度保障机制。通过各个机制间的协调工作,确保大别山生态功能区生态补偿机制落到实处。
[Abstract]:Based on the scientific theories of public goods, externality and sustainable development, and on the basis of data collection and literature investigation, this paper determines the scope of ecological compensation in the study area with the Dabie Mountain in West Anhui as the research object and the theory of public goods, externality and sustainable development as the guidance.Using the ecological value method, land carbon emission method and spillover benefit method, the ecological compensation standards in the study area are calculated, and the basic structure of the ecological compensation mechanism in the study area is put forward, so that the theory and operability can be combined.The purpose of this paper is to provide theoretical guidance and practical suggestions for the protection of ecological environment in the ecological functional area of the Dabie Mountains by combining qualitative evaluation with quantitative evaluation and case study.Through a year of related research, this paper draws the following four conclusions: (1) the theory and connotation of ecological compensation are studied, and the service function provided by ecosystem is summarized.Through the research on the basic theory of ecological compensation, the specific object of ecological compensation and ecological compensation is determined.(2) based on the natural environment of Dabie Mountain in West Anhui and the ecological function regionalization of Dabie Mountain in West Anhui Province, the spatial range of ecological compensation in the study area is divided into "ecological compensation area" and "ecological compensation area".(3) on the basis of ecological value accounting, land carbon emission method and spillover benefit accounting, the ecological compensation standard accounting system of the ecological functional area of Dabie Mountain is put forward, and the ecological value method accounting model is constructed.Land carbon emission method and spillover benefit accounting model.The ecological compensation standard calculated by ecological value method is 33.959 billion yuan, the ecological compensation standard based on land use carbon emissions is 14.635 billion yuan, and the total ecological compensation standard calculated by spillover benefit method is 11.537 billion yuan.The total cost of ecological compensation should be 5.082 billion yuan in the near future and 6.455 billion yuan in medium and long term.In theory, different schemes of ecological compensation standard are obtained for decision makers to choose.(4) on the basis of synthetically considering the actual economic, social and policy conditions of the ecological functional area of the Dabie Mountains, the general framework of the ecological compensation mechanism in the ecological functional area of the Dabie Mountain is put forward, including the mechanism of management and the mechanism of the operation of funds.System safeguard mechanism.To ensure the implementation of ecological compensation mechanism in the ecological functional area of Dabie Mountain through the coordination of each mechanism.
