一种新的区域环境承载力评价预警方法及应用

【摘要】:从现有环境压力、开发利用水平及发展潜力三个方面提出了区域环境承载力开发利用潜势这一新的概念,并从区域环境承载率、区域资源利用与污染物排放强度、区域发展能力三个角度选取了29个指标构建了环境承载力开发利用潜势评价指标体系。以北海市为例,对其环境承载力开发利用潜势进行评价。结果显示,北海市的现状发展模式尚属于可持续发展模式。但其环境承载压力仍然较大,还需提高区域发展能力。对北海市三区一县来说,海城区环境承载力开发利用潜势最高;合浦县排在第二位,其区域承载压力相对较小,开发利用水平较高,但区域发展能力较低。铁山港区环境承载力开发利用潜势最低,虽其区域发展能力最高,但仍需提高其开发利用水平、降低资源环境承载压力。结果表明,环境承载力开发利用潜势评价体系的建立是可行的,它可以描述某一城市时域上的变化,也可以从空间上评估某一区域各单元的不同,甄别区域环境承载力开发利用过程中存在的问题,可以为我国资源环境承载力监测预警机制的建立提供参考。
