环保垂直管理制度改革核心在于重构发展与保护条块责任体系

【摘要】：党的十八届五中全会提出要实行省以下环保机构监测监察执法垂直管理制度改革。文章指出实施环保垂直管理制度改革,调整机构隶属关系是手段,重构条块关系是方向,落实各方责任是主线,推动发展和保护一体化是落脚点,根本目的是推动生态环境质量改善。在深入调查研究的基础上,根据《关于省以下环保机构监测监察执法垂直管理制度改革试点工作的指导意见》,需从块上落实地方政府及其相关部门的环境保护责任并切实加强监督检查;从条上规范和加强环保机构队伍建设;从垂直管理制度安排上必须做好系统设计,坚持服务和支撑条块结合的改革目标导向,推动地方党委、政府和环保系统明晰责任、高效履责。
