【摘要】：在社会主义新农村建设中,只有把生态型农村社区建设纳入建设内容,把农村的生态文明建设好,实现经济社会的可持续发展,提高人民的生活质量,才能更好的贯彻和落实科学发展观,才能真正地全面建成小康社会。党的十八大将生态文明建设提升到了国家战略的高度,同时认为保护自然环境是造福子孙后代的大事,是中华民族伟大复兴的一部分,是中国梦的组成部分,而建设生态型农村社区是我们建设美丽中国的重要组成部分。本文以十八大召开之后的相关生态文明建设指导性文件为依据,对生态型农村社区建设问题进行研究和分析,秉持建设资源节约型、环境友好型社会的主旋律,边保护边发展,以低碳发展、循环发展作为主要方式,把“以资源环境承载力为基础、以自然规律为准则、以可持续发展为目标的资源节约型、环境友好型社会”作为生态型农村社区建设的目标。在马克思主义理论指导下,本文界定了生态型农村社区的含义和揭示了生态型农村社区的特征,借鉴了国内外一些优秀的关于农村社区和生态文明的思想成果,使它们成为建设生态型农村社区的坚实的理论指导,并论证了加强我国生态型农村社区建设的现实意义。在紧密结合实践的研究中,本文揭示了生态型农村社区建设的过程中面临的一些困境,包括生活污染,如生活污水、生活垃圾和人畜粪便污染等;企业污染,如城镇企业和规模化的畜禽养殖企业的排污问题,包括土壤污染,主要讲了化肥、农药、地膜对土壤的破坏、污染等,分析了产生这些问题的原因,并提出了生态型农村社区建设的原则、目标和路径。
[Abstract]:In the construction of the new socialist countryside, only the ecological rural community construction should be brought into the construction content, the ecological civilization in the countryside should be built well, the sustainable development of economy and society should be realized, and the quality of life of the people should be improved. In order to better implement and implement the scientific concept of development, can truly build a well-off society. The 18th National Congress of the Party raised the construction of ecological civilization to the height of the national strategy. At the same time, it held that protecting the natural environment is a major event for future generations, a part of the great rejuvenation of the Chinese nation and an integral part of the Chinese Dream. The construction of ecological rural communities is an important part of our construction of a beautiful China. Based on the guiding documents on the construction of ecological civilization after the 18th National Congress of National Congress, this paper studies and analyzes the construction of ecological rural communities, and maintains the main melody of building a resource-conserving and environment-friendly society, while protecting and developing. Taking low carbon development and circular development as the main way, taking the resource and environment carrying capacity as the foundation, taking the natural law as the criterion, and taking the sustainable development as the goal, the paper puts forward the "resource saving type", which is based on the carrying capacity of resources and environment. Environmental-friendly society "is the goal of ecological rural community construction." Under the guidance of Marxist theory, this paper defines the meaning of the ecological rural community and reveals the characteristics of the ecological rural community, and draws lessons from some excellent ideas about the rural community and ecological civilization at home and abroad. It makes them become the solid theoretical guidance for the construction of ecological rural communities, and demonstrates the practical significance of strengthening the construction of ecological rural communities in China. In the close combination of practice research, this paper reveals some difficulties in the process of ecological rural community construction, including life pollution, such as domestic sewage, domestic waste and human and animal excrement pollution, enterprise pollution, For example, the sewage problems of urban enterprises and large-scale livestock and poultry breeding enterprises, including soil pollution, mainly discussed the destruction and pollution of soil caused by chemical fertilizers, pesticides, mulching film, and so on, and analyzed the causes of these problems. And put forward the ecological rural community construction principles, objectives and paths.
