株洲市餐厨废弃物资源化利用项目评价研究

【摘要】:餐厨废弃物资源化利用是通过回收废弃物资源与能源,提高资源利用率,减少环境污染,符合国家循环经济战略发展目标及相关产业政策的新兴绿色项目。因此,推进株洲市餐厨废弃物资源化利用项目建设将对株洲市创建环境友好型与资源节约型社会的意义重大。而在餐厨废弃物利用领域研究,迄今为止尚未形成一套公认权威的该类型项目的评价模式,大部分专家学者都比较偏重单一的技术工艺研究或经济评价研究,从经济、社会、环境等方面进行多维评价的屈指可数。但为了确保实践中餐厨废弃物利用项目投资决策的正确性、建设运营的合理可行性,则必须规范其项目评价工作模式。故本文采用理论研究与实例分析相结合的方法,寻求适用于该类项目的评价模式,希望通过评价结论为株洲市餐厨废弃物资源化利用项目投资决策、建设、运营等工作的顺利开展提供依据,并保证项目投资的客观性、科学合理性与可行性。首先,本文对文献进行梳理,分析了国内外餐厨废弃物资源化发展及其项目评价现状,针对其中存在的问题,结合实际需要提出了餐厨废弃物资源化利用资项目评价思路和内容;其次,对项目评价理论和方法进行综述,阐释了餐厨废弃物资源化利用项目评价的相关概念和基本评价理论;并针对株洲市餐厨废弃物资源化利用实际概况,在分析项目的选址及工程技术方案的基础上,对项目进行了经济、环境及社会评价,进而利用层次分析与模糊综合评价法对株洲市餐厨废弃物资源化利用项目进行综合评价,最后得出综合评价结论以及提出改进建议。
[Abstract]:The recycling of food and kitchen wastes is a new green project which can recover waste resources and energy, improve the utilization of resources, reduce environmental pollution, and accord with the strategic development goal of national circular economy and related industrial policies. Therefore, it is of great significance to promote the construction of Zhuzhou City food waste recycling project for Zhuzhou City to create an environment-friendly and resource-saving society. However, in the field of the utilization of kitchen waste, up to now, there has not been a set of authoritative evaluation models for this type of projects. Most experts and scholars have paid more attention to the study of single technology and technology or economic evaluation, from the economic and social perspective. The environment and other aspects of multidimensional evaluation of the few. However, in order to ensure the correctness of investment decision and the reasonable feasibility of construction and operation, it is necessary to standardize the work mode of project evaluation. Therefore, this paper adopts the method of combining theoretical research with case analysis to seek for the evaluation mode suitable for this kind of project, hoping to make investment decision and construction for the utilization of kitchen wastes in Zhuzhou city by means of the evaluation conclusion. The smooth operation provides the basis and ensures the objectivity, scientific rationality and feasibility of the project investment. First of all, this paper combs the literature, analyzes the development of domestic and foreign kitchen waste resources and the status quo of project evaluation, aiming at the existing problems, According to the actual needs, this paper puts forward the ideas and contents of the evaluation of the resource utilization of kitchen wastes. Secondly, it summarizes the theory and methods of the project evaluation. This paper expounds the related concepts and basic evaluation theory of the project evaluation on the utilization of kitchen wastes, and analyzes the site selection and engineering technical scheme of the project, aiming at the actual situation of the utilization of food wastes in Zhuzhou city. The economic, environmental and social evaluation of the project was carried out, and then the comprehensive evaluation of Zhuzhou city kitchen waste resource utilization project was carried out by using the analytic hierarchy process and fuzzy comprehensive evaluation method. Finally, the comprehensive evaluation conclusions were obtained and some suggestions for improvement were put forward.
