协同视角下我国生态环境保护制度系统结构研究

【摘要】:随着我国生态环境状况的日益恶化,生态环境保护与经济社会发展之间的矛盾愈来愈突出,生态环境保护制度建设势在必行。论文在对生态环境保护制度及制度系统内涵界定的前提下,构建了生态环境保护制度系统结构模型,对协同视角下生态环境保护制度系统的结构内涵、特征进行了分析。在此基础上,分别从我国生态环境保护制度子系统序参量识别、我国生态环境保护制度子系统的有序发展水平、我国生态环境保护制度子系统间的协同发展水平等三个方面进行了研究。首先,针对我国生态环境保护制度系统结构的分析,本文建立了我国生态环境保护制度系统结构概念模型,指出生态环境保护制度系统的结构是指行政型制度子系统、法律法规体系子系统、环境经济政策子系统和公众参与制度子系统等子系统间以及子系统内各项具体制度间的相互作用关系;基于此,从协同学的角度出发,分析得出系统结构是否合理有效取决于四类子系统的有序发展水平以及子系统间的协同发展水平。然后,针对我国生态环境保护制度子系统序参量的识别,本文在选取我国生态环境保护制度系统状态变量的基础上,建立了系统协同演化模型,对四类子系统的序参量进行识别,研究发现:行政型制度子系统、法律法规体系子系统、环境经济政策子系统、公众参与制度子系统的序参量分别为环保系统人员数和环境影响评价制度执行合格率、生态环境保护规章数、环境污染治理投资总额、当年办理人大政协环保议案提案数。最后,为从协同学角度研究我国生态环境保护制度系统结构的合理性和有效性,本文构建了系统协同度评价模型,首先对四类制度子系统有序发展水平进行研究,结果发现四类子系统有序度由高到低依次为:行政型制度子系统、法律法规体系子系统、环境经济政策子系统、公众参与制度子系统。在此基础上,对我国生态环境保护制度子系统间协同发展水平进行研究,结果发现:我国生态环境保护制度系统总体协同度并不高,主要原因在于生态环境保护制度子系统在协同发展过程中存在“木桶效应”,即环境经济政策子系统和公众参与制度子系统有序度的“短板”在一定程度上决定了整个制度系统协同度较低,进而决定了我国生态环境保护制度系统结构合理性水平较低。针对研究结论,本文给出了提高我国生态环境保护制度系统协同度的对策措施。
[Abstract]:With the deterioration of ecological environment in our country, the contradiction between ecological environment protection and economic and social development is more and more prominent, so the construction of ecological environment protection system is imperative. On the premise of defining the connotation of ecological environment protection system and system, this paper constructs the system structure model of ecological environment protection system, and analyzes the structural connotation and characteristics of ecological environment protection system from the perspective of coordination. On this basis, the order parameters of the ecological environment protection system subsystem in China are identified, and the orderly development level of the ecological environment protection system subsystem in our country is analyzed. The cooperative development level among the subsystems of ecological environment protection system in China is studied in three aspects. Firstly, according to the analysis of the system structure of the ecological environment protection system in China, this paper establishes the conceptual model of the ecological environment protection system in China, and points out that the structure of the ecological environment protection system refers to the administrative system subsystem. The interaction among the subsystems of laws and regulations system, environmental economic policy subsystem and public participation system subsystem, as well as the specific systems in the subsystem, based on this, from the point of view of Synergetics, It is concluded that whether the system structure is reasonable and effective depends on the orderly development level of four kinds of subsystems and the level of cooperative development among subsystems. Then, aiming at the recognition of the order parameters of the ecological environment protection system subsystem in our country, this paper establishes the system cooperative evolution model on the basis of selecting the state variables of the ecological environment protection system in our country. This paper identifies the order parameters of four kinds of subsystems, and finds out that: administrative system subsystem, law system subsystem, environmental economic policy subsystem, The order parameters of the public participation system subsystem are the number of personnel in the environmental protection system and the qualified rate of the implementation of the environmental impact assessment system, the number of ecological environmental protection regulations, the total amount of investment in environmental pollution control, and the number of proposals for handling the environmental protection motion of the CPPCC National people's Congress. Finally, in order to study the rationality and effectiveness of the system structure of ecological environment protection system in China from the perspective of Synergetics, this paper constructs the evaluation model of system coordination degree, and studies the orderly development level of four kinds of system subsystems. The results show that the order of the four subsystems from high to low are: administrative system subsystem, law system subsystem, environmental economic policy subsystem, public participation system subsystem. On this basis, the cooperative development level among the subsystems of ecological environment protection system in China is studied. The results show that the overall coordination degree of ecological environment protection system in China is not high. The main reason lies in the existence of "barrel effect" in the cooperative development of the ecological environment protection system subsystem. That is, the "short board" of the order degree of the environmental and economic policy subsystem and the public participation system subsystem determines to a certain extent the low degree of coordination of the whole system, and then determines the low level of rationality of the ecological environment protection system structure in our country. Aiming at the conclusion of the research, this paper puts forward some countermeasures to improve the coordination degree of ecological environment protection system in China.
