大数据在环境政策分析中的应用研究

【摘要】：随着信息技术的快速发展,大数据在公共政策领域的应用也受到广泛关注。公共政策分析是一个系统、复杂的过程,需要大量的信息数据做支撑,传统的政策分析手段已经无法适应当今数据爆炸的时代。与传统数据管理相比,大数据拥有规模海量、类型多样和流转迅速等特点,将大数据应用于环境政策分析中,能够有效提升环境政策的科学性、有效性和公平性。本文首先阐述大数据迅速崛起成为研究热点,分析了大数据的涵义和特点,并阐明了大数据和公共政策分析的渊源;其次根据环境政策分析的内容、流程和特征,研究了大数据在环境政策目标分析、政策内容制定分析、政策执行和政策效果评估分析中的应用;最后提出了相关的大数据应用能力提升措施,希望大数据在环境政策分析中的研究和实践能够进一步深入。
[Abstract]:With the rapid development of information technology, the application of big data in the field of public policy has received extensive attention. Public policy analysis is a systematic and complex process, which needs a lot of information and data. Compared with traditional data management, big data has the characteristics of large scale, diverse types and rapid circulation. Applying big data to environmental policy analysis can effectively enhance the scientific nature, effectiveness and fairness of environmental policy. This paper first describes the rapid rise of big data as a research hotspot, analyzes the meaning and characteristics of big data, and clarifies the origin of big data and public policy analysis, secondly, according to the content, process and characteristics of environmental policy analysis, This paper studies the application of big data in environmental policy objective analysis, policy content formulation analysis, policy implementation and policy effect assessment analysis, and finally puts forward the relevant measures to enhance the application capability of big data. It is hoped that the research and practice of big data in environmental policy analysis can be further deepened.
