基于外部性的跨区域大气污染治理模式研究

【摘要】：目前,我国的大气污染治理模式主要是与行政区划相适应的属地管理模式。这种治理模式暴露出四大缺陷：其一是治理分权、央地政府合作陷困境,其二是晋升“锦标赛”、地方政府恶性竞争,其三是管制不利、政企博弈,其四是公众参与不足、政企合作困难。显然,传统的大气污染治理模式已经不能适应复合型大气污染治理的需要。本文从污染的外部性视角切入,以利益相关者理论和博弈理论为理论基础,总结归纳国内外主要的大气污染治理模式并分析了我国现阶段大气污染及其治理的基本属性特征,从而为大气污染合作治理模式的提出奠定了基础。一方面,将大气污染合作治理模式的治理客体分析、治理主体分析、治理机制分析三个核心问题的探讨作为研究主线,提出适合我国现阶段大气污染治理的最佳选择是大气污染合作治理模式。另一方面,以研究政府间关系、政企关系、企社关系三对关系类型为隐藏的主线,剖析了三对关系在属地管理治理模式中的合作困境,通过建立静态博弈模型详细分析了影响三对关系策略选择的主要因素、选择结果及改进方向,最后在探讨了大气污染合作治理模式在我国实施的可行性的基础上,从协调三对关系合作治理的角度提出完善跨区域大气污染治理模式的具体对策和建议。
[Abstract]:At present, the management mode of air pollution in our country is mainly the territorial management model adapted to the administrative division. This mode of governance reveals four major defects: first, the decentralization of governance, the central and local governments are in trouble, the second is the promotion of the "championship", the local governments are vicious competition, the third is bad control, the game between government and enterprises, and the fourth is insufficient public participation. Cooperation between government and enterprises is difficult. Obviously, the traditional air pollution control model can not meet the needs of complex air pollution treatment. From the perspective of pollution externality, based on stakeholder theory and game theory, this paper summarizes the main models of air pollution control at home and abroad, and analyzes the basic characteristics of air pollution and its treatment in China at present. Thus, it lays a foundation for the model of air pollution control. On the one hand, the discussion of three core issues, namely, the analysis of the object, the analysis of the main body and the analysis of the governance mechanism, are taken as the main line of the research. It is suggested that the best choice for air pollution treatment in China at present is the cooperative air pollution treatment model. On the other hand, in order to study the relationship between the government, the government and the enterprise, the relationship between the enterprise and the enterprise is the hidden main line, and the cooperation dilemma of the three pairs of relations in the territorial management and governance mode is analyzed. By establishing a static game model, this paper analyzes in detail the main factors affecting the selection of three pairs of relational strategies, the selection results and the direction of improvement, and finally discusses the feasibility of implementing the cooperative air pollution control model in China. From the angle of coordinating the three pairs of relations, the paper puts forward the concrete countermeasures and suggestions to perfect the model of air pollution control in the cross region.
