潍坊市城市生活垃圾治理的现状分析及对策研究

【摘要】：随着经济的持续发展与社会文明程度的不断提高,人们对环境卫生的重视程度也日益增加。公共环境卫生已成为一个重要课题被纳入到政府行政管理中。在公共环境卫生囊括的诸多方面,城市公共环境卫生问题日益突出,尤其是城市垃圾治理问题的矛盾性日渐激化,导致城市生活环境质量下降,威胁人们身体健康。所以,城市垃圾治理的问题越来越受到政府及社会方方面面的关注。潍坊市凭借黄河三角洲高效生态区和山东半岛蓝色经济区的地缘优势,其经济社会加速发展,城镇化进程加快。与此同时,城市生活垃圾的数量不断增多,对城市生活垃圾治理提出了更高的要求。基于这一背景,本文展开对潍坊市城市垃圾治理的针对性研究。本文采取理论研究与现实研究相结合,对比研究与案例研究相结合的方法,对潍坊市城市生活垃圾的治理进行研究。从潍坊市城市垃圾治理的现状开始着手,对现状进行分析,指出了潍坊市城市生活垃圾处理供给不足、垃圾混合收集处理、垃圾处理监管不力、政府财政负担重、公众参与积极性不足。对这些问题进行深入的剖析,找出其背后的原因是政府职能不明确、企业介入动力不足和公众参与条件缺失。随后,着重介绍了广州和重庆市治理实践,为潍坊市城市生活垃圾治理提供了借鉴。最后,提出了完善潍坊市城市生活垃圾治理的对策。即建立和完善行政职能归口管理体制、制定和推行城市生活垃圾分类制度、推动城市垃圾处理技术升级、加强城市生活垃圾处理全过程的监管、完善价格机制、投资主体多元化、发展多样运营方式、公开相应垃圾治理信息、提高公众参与意识、拓宽公众参与渠道、发挥非政府组织作用。
[Abstract]:With the continuous development of economy and the improvement of social civilization, people pay more and more attention to environmental hygiene. Public environmental hygiene has become an important subject of government administration. In many aspects of public environmental sanitation, urban public sanitation is becoming more and more prominent, especially the contradiction of urban garbage treatment is intensifying day by day, which leads to the decline of the quality of urban living environment and threatens the health of people. Therefore, the problem of urban garbage treatment is more and more concerned by the government and all aspects of society. With the advantage of the Yellow River Delta and the blue economic zone of Shandong Peninsula, the economic and social development of Weifang City is accelerated, and the process of urbanization is accelerated. At the same time, the quantity of municipal solid waste is increasing, which puts forward higher requirements for the treatment of municipal solid waste. Based on this background, this paper carried out a targeted study on the treatment of urban garbage in Weifang. This paper studies the treatment of municipal solid waste (MSW) in Weifang by combining the theoretical research with the practical research, the comparative study and the case study. Starting from the present situation of municipal garbage treatment in Weifang, this paper analyzes the present situation, points out that the supply of municipal solid waste treatment in Weifang City is insufficient, the garbage collection and disposal is mixed, the waste disposal supervision is weak, and the government financial burden is heavy. Lack of enthusiasm for public participation. This paper analyzes these problems deeply and finds out the reasons behind them are the unclear government function, the lack of enterprise intervention power and the lack of conditions for public participation. Then, it introduces the practice of Guangzhou and Chongqing, which provides a reference for the treatment of municipal solid waste in Weifang. Finally, the author puts forward the countermeasures to improve the treatment of municipal solid waste in Weifang. That is, to establish and perfect the administrative function management system, to formulate and implement the classification system of municipal domestic waste, to promote the upgrading of municipal waste treatment technology, to strengthen the supervision and control of the whole process of municipal domestic waste disposal, and to improve the price mechanism. The main body of investment is diversified, the diversified operation mode is developed, the corresponding garbage treatment information is made public, the public participation consciousness is raised, the public participation channel is widened, and the non-governmental organization function is brought into play.
