基于大气敏感目标保护的平凉工业园区规划空间布局优化研究

【摘要】:平凉市崆峒区周边煤炭资源丰富,并且与其它煤炭资源丰富的地区相比,崆峒区有着相对充足的水资源。在我国缺油少气、水资源与煤炭资源逆向分布的资源背景以及西部大开发、推动煤化工基地建设和煤炭就近综合利用的政策背景下,崆峒区启动了《平凉工业园区发展规划(2012-2030)》,规划在平凉工业园区发展煤化工、精细化工等化工产业。规划区位于泾河河谷内,大气扩散条件差,周围大气敏感目标众多,规划化工区将会对崆峒区大气敏感目标造成严重影响。因此,研究大气污染源空间布局变化对崆峒区大气敏感目标的影响规律,并在此基础上对平凉工业园区规划空间布局进行优化,对于缓解地方经济发展和环境保护矛盾、构建和谐平凉具有重要意义。首先,本文通过现场调查、资料收集、规划环评实践相结合的方法对崆峒区地形、气象、大气敏感目标分布特征进行了分析,并据此定性分析了崆峒区工业发展存在的选址困窘以及平凉工业园区规划空间布局存在的大气污染问题。其次,利用CALPUFF模型研究了工业废气源、事故源空间布局变化对崆峒区各空间位置敏感区及崆峒区整体居住、旅游环境的的影响规律。最后,对平凉工业园规划空间布局提出了五种不同调整力度的布局优化方案。通过对各布局优化方案的优化效果分析,塬地1l0m多烟囱排放方案布局优化效果最好,然后依次为化工区塬地选址方案、谷地300m烟囱集中排放方案、谷地130m多烟囱排放方案、局部调整方案。
[Abstract]:Kongtong District, Pingliang, is rich in coal resources, and compared with other areas with rich coal resources, the Kongtong area has relatively sufficient water resources. In China, the background of the shortage of oil and gas, the backdrop of the reverse distribution of water resources and coal resources and the development of the western region, and the policy background of promoting the construction of coal based workers and the comprehensive utilization of coal in the near future. The Kongtong district started the development plan of the Pingliang Industrial Park (2012-2030), and planned to develop the chemical industry, such as coal chemical industry and fine chemical industry in Pingliang Industrial Park. The planning area is located in the Jinghe River Valley, the atmospheric diffusion conditions are poor and the ambient air sensitive targets are numerous. The planning chemical area will have serious impact on the atmosphere sensitive targets in the Kongtong district. Therefore, research on the air sensitive targets in Kongtong district. It is of great significance to optimize the layout of the planning space of Pingliang Industrial Park on the basis of the change of the spatial distribution of atmospheric pollution sources on the atmosphere sensitive targets in the Kongtong district. It is of great significance to alleviate the contradiction between local economic development and environmental protection and build a harmonious Pingliang. First, this paper is through field investigation, data collection and planning EIA. The distribution characteristics of the terrain, meteorology and atmospheric sensitive targets in Kongtong area are analyzed by the method of practice, and the problems of the location of the Kongtong industrial development and the air pollution problems in the layout of the Pingliang Industrial Park are qualitatively analyzed. Secondly, the CALPUFF model is used to study the industrial waste gas source and the accident source space. The layout changes of the spatial location sensitive area of Kongtong and the overall residence of Kongtong district and the influence of the tourism environment. Finally, the layout optimization scheme of five different adjustment dynamics is put forward for the layout of the planning space of the Pingliang Industrial Park. The optimization of the optimization scheme of the layout of each layout is divided and the layout optimization of the 1l0m multi chimney emission scheme in the tableland is optimized.
