我国小城镇生活垃圾管理研究

【摘要】：随着我国新型城镇化进程的加快,小城镇的规模也在不断扩大。从农村过渡到城镇的过程中,由于经济水平的提高和居民整体素质的低下,“垃圾围城”成为了束缚小城镇发展的重要因素。假如这一问题不能获得及时地解决,很有可能会直接影响到小城镇的持续发展,甚至可能影响我国可持续发展战略的大局。而我国目前针对小城镇垃圾管理的研究还较为落后,不能适应小城镇生活垃圾管理的实践需要。因此,本文针对我国小城镇生活垃圾管理存在的问题进行深入研究,具有重要的现实意义。本论文主要分为四个部分：第一部分为绪论部分,主要分析了垃圾管理的必要性和可行性,简要回顾了国内外学者在生活垃圾管理方面的研究动态。第二部分是小城镇垃圾管理的述评部分,主要对生活垃圾和生活垃圾管理的定义做了详尽的分析,随后阐述了小城镇生活垃圾管理研究的理论基础以及现实意义。第三部分是本篇论文研究的核心部分,重点介绍了我国目前小城镇的一个整体管理现状以及所存在的一系列问题。本文认为我国小城镇的垃圾管理面临着以下几个方面的问题：一是管理机构设置不合理,管理效率低下：二是生活垃圾管理经费投入不足；三是收运设施的不健全,有效收集率普遍偏低；四是垃圾管理减量化、资源化率普遍偏低。导致这些问题的原因主要包括：小城镇生活垃圾管理的制度体系不健全：经费固定来源少,且尚未真正建立起垃圾收费制度；社会基础建设方面薄弱,政府的扶持制度不完备；生活垃圾管理的手段单一,处理技术普遍落后。第四部分探讨了如何完善我国小城镇生活垃圾管理的对策。本文主要提出了八条对策：一是改革垃圾的管理体制；二是创新小城镇生活垃圾的管理模式；三是明确地方政府处置废物的权责；四是垃圾处理服务市场机制的创新；五是加强政府的监管力度,提高宏观和综合管理能力；六是加大资金扶持力度,建立垃圾收费制度；七是革新垃圾处理技术,促进循环经济的发展；八是加强城镇居民的环境意识教育,增强全民的环境保护理念。本文的创新之处在于将生活垃圾管理看作是一个系统,运用“全过程管理”的理念对生活垃圾管理的各个方面都进行了比较深入的研究。
[Abstract]:With the acceleration of the new urbanization process in China, the scale of small towns is also expanding. In the process of transition from countryside to town, because of the improvement of economic level and the low quality of residents, "garbage besieged city" has become an important factor to restrain the development of small towns. If this problem can not be solved in time, it may directly affect the sustainable development of small towns and even the overall situation of our country's sustainable development strategy. However, the research on MSW management in small towns in China is still relatively backward and can not meet the practical needs of MSW management in small towns. Therefore, it is of great practical significance to study the existing problems of MSW management in small towns in China. This paper is mainly divided into four parts: the first part is the introduction part, mainly analyzes the necessity and feasibility of garbage management, and briefly reviews the domestic and foreign scholars in the domestic and foreign domestic waste management research trends. The second part is the review part of MSW management in small towns. The definition of MSW and MSW management is analyzed in detail, and then the theoretical basis and practical significance of MSW management in small towns are expounded. The third part is the core part of this paper, focusing on the present situation of a small town management and a series of problems. This paper holds that the waste management of small towns in our country is faced with the following problems: first, the management organization is unreasonable, the management efficiency is low; second, the domestic waste management funds are insufficient; the third, the collection and transportation facilities are not perfect. The effective collection rate is generally low, and the waste management reduction rate is generally low. The main reasons for these problems include: the system of MSW management in small towns is not perfect, the fixed sources of funds are few, and the garbage charging system has not been set up, the social infrastructure is weak, and the government's supporting system is not complete; MSW management means single, treatment technology is generally backward. The fourth part discusses how to improve the management of domestic garbage in small towns. This paper mainly puts forward eight countermeasures: first, to reform the garbage management system; second, to innovate the management mode of domestic refuse in small towns; third, to make clear the rights and responsibilities of local governments to dispose of wastes; fourth, to innovate the market mechanism of garbage disposal services; Fifth, strengthen the government's supervision, improve the macro and comprehensive management ability; sixthly, strengthen the fund support and establish the garbage charging system; seventh, innovate the waste treatment technology and promote the development of the recycling economy; The eighth is to strengthen the environmental awareness of urban residents education, enhance the concept of environmental protection of the whole people. The innovation of this paper is that the MSW management is regarded as a system, and all aspects of MSW management are studied deeply by using the concept of "whole process management".
