泉州地区污染源环境信息化发展策略研究
[Abstract]:Environmental information of pollution source is the most important information resource of environmental protection management department, and it is the main basis for environmental management department to carry out various environmental management and decision-making. Quanzhou, as one of the most developed regions of private economy in the whole country, has a large number of small and medium-sized industrial enterprises and produces various kinds of pollutants, thus promoting the environmental information management of the pollution sources in Quanzhou. It is of great significance to establish a comprehensive management system for environmental information of pollution sources and to realize scientific environmental management and decision-making of pollution sources. Through investigation, this project collects the basic information of pollution sources in Quanzhou area, analyzes the characteristics of these sources and the current situation of environmental information management of pollution sources. The problems existing in the construction of environmental information infrastructure of pollution source and the development and construction of environmental information system of pollution source in Quanzhou area are put forward, and the comprehensive evaluation model of environmental informatization construction of pollution source in Quanzhou area is put forward. According to the characteristics of pollution sources and the situation of economic and social development in Quanzhou, the development goals of environmental information construction of pollution sources in Quanzhou are formulated, and the operation management mechanism, computer hardware and network system of environmental informatization of pollution sources are put forward. The overall frame of the construction of the pollution source environmental information resource system and the pollution source management information system engineering is based on the comprehensive analysis of the business demand, function demand and performance demand of the pollution source environment information integrated management system. The environmental information management system of Quanzhou area is scientifically planned by SST,BSP,SDP and other information system engineering methods. Finally, taking Fujian United Petrochemical Co., Ltd. as a case study, this paper comprehensively analyzes the establishment of enterprise environmental information electronic archives, construction project declaration and examination and approval management by the pollution source environmental information management system in the enterprise. The application of pollution permit and charge management, environmental law enforcement and administrative punishment in environmental management of pollution source is evaluated synthetically by using entropy method and fuzzy comprehensive index method to evaluate the level of environmental information construction of pollution source in Quanzhou City.
