基于供求视角的上海市生活垃圾处理分类收费制度研究

【摘要】:近年来上海市生活垃圾产出量剧增,导致其相关处理能力供不应求,环境污染严重,因此,上海市生活垃圾减量化已十分迫切。有鉴于此,通过将社会生产部门分为四类并构建供求均衡模型,采用2012年的相关数据比较分析后发现,上海市实行生活垃圾处理计量收费制比等额收费制能产生更有效的生活垃圾减量化效果,而在分类基础上推行生活垃圾处理收费制度可以进一步加强减量化效果。因此,上海市应当逐步推行生活垃圾处理计量收费制,在生活垃圾分类基础上征收处理费,同时,通过增加政府财政投入来支持这一制度的实施。
[Abstract]:In recent years, the amount of municipal solid waste (MSW) production in Shanghai has increased dramatically, which leads to the shortage of treatment capacity and serious environmental pollution. Therefore, the reduction of MSW in Shanghai is very urgent. In view of this, by dividing the social productive sectors into four categories and constructing a supply-demand equilibrium model, the comparative analysis of the relevant data from 2012 shows that, The metering and charging system of municipal solid waste treatment in Shanghai is more effective than the equivalent charge system in reducing the quantity of domestic waste, and the effect of reduction can be further strengthened by carrying out the charging system of domestic waste disposal on the basis of classification. Therefore, Shanghai should gradually carry out the metering and charging system of municipal solid waste disposal, collect the disposal fee on the basis of the classification of domestic waste, and support the implementation of this system by increasing the government financial input at the same time.
