企业污染物排放自行监测方案设计研究——以造纸行业为例

【摘要】：重点排污单位开展排污状况自行监测是法定的责任和义务,自行监测方案是自行监测的基础。本文以造纸行业为例,对企业开展自行监测方案设计进行了分析研究。企业开展自行监测方案设计的基本原则是系统设计、全面考虑,体现差异、突出重点,立足当前、适度前瞻。据此,本研究提出了造纸企业废水、废气污染物自行监测方案;并从进一步明确自行监测数据的法律定位、尽快发布造纸行业自行监测技术指南、加强对排污单位自行监测的监督和检查、建立自行监测数据信息报送平台几个方面提出了推进造纸企业污染物排放自行监测的建议。
[Abstract]:It is the legal responsibility and obligation for key pollutant discharge units to carry out self-monitoring of discharge status, and the self-monitoring scheme is the basis of self-monitoring. This paper, taking paper industry as an example, analyzes and studies the design of self-monitoring scheme for enterprises. The basic principle of enterprise self-monitoring scheme design is system design, overall consideration, reflection of differences, emphases, based on the current situation, moderate foresight. Based on this, the paper puts forward a self-monitoring scheme of waste water and waste gas pollutants in papermaking enterprises. And in order to further clarify the legal position of self-monitoring data, to issue technical guidelines for self-monitoring in the paper industry as soon as possible, and to strengthen the supervision and inspection of self-monitoring of pollutant discharge units, The paper puts forward some suggestions on how to promote the self-monitoring of pollutant emission in papermaking enterprises in several aspects by setting up a self-monitoring data and information reporting platform.
