生态文明建设中的城市环境治理研究

【摘要】：自然环境的逐渐退化,能源问题日益突出,人类不得不面对十分严重的生态问题和生存问题。为了处理好以上危机,西方先进国家重新审视了工业发展过程中的坏处,也看清了人类发展的生态环境间的联系,由于有这样的客观条件,以生态后现代主义、生态现代化、后工业文明为代表的多种现代生态主张和思想涌现出来,以上先进的生态思想在思想启迪方面促进了西方生态文明理论以及中共生态文明建设思想的产生。作为一种新型的人类文明形式,生态文明已经在世界范围内取得了深刻而广泛的认可。2012年11月8日至11月14日中共十八大清楚地布置了五位一体的生态文明建设的另人信服的规划管理,指出了社会主义文明建设的详细要求和重要项目,标志着中共对建设中国特色社会主义的认识提升到了一个新的层次。当代的中国生态文明建设正在经历一个从初始的探索阶段,发展到完善和成熟的过程,这就需要我们将历史与现今、理论与实践、困难与方法等内容有机的结合起来,进行全面而又系统性的研究。自然环境整治重要内容是政府、市场和市民社会等不同单位以正规或非正式的规定条例,相互协作处理好自然环境危机、实现美好的自然环境的目的的进程。中国的生态环境管制必需受科学发展观的指引而更加完善。科学发展观包含了多样化的生态政治内容,为符合我国现状的实际需求、指导我国生态环境整治的工作准则。本篇论文主要研究5个方面的内容,首先是绪论,先从本文的择题背景、研究目的的意义以及国内外研究现状等方向着手予以解说;其次,再从现代我国生态文明建设理论的产生方面着手,重点开展关于生态文明建设研究分析报告及其重要意义的分析等3个课题的内容;第三部分的研究内容是城市环境现状与制约因素,主要从城市环境治理的发展演变、城市治理的政策、制度与法规、城市环境问题的制约因素和用生态文明建设思想指导城市环境治理的必要性等四个方面进行说明;第四部分的研究内容是城市环境治理途径,主要从在城市环境治理的过程中加强生态文明建设和坚持可持续发展理论与循环经济理论等两个方面进行说明;最后一部分的研究内容是结合工作实际以长春生态城(净月)为例谈论环境治理措施,主要从长春市净月生态城环境现状、问题的制约因素和以生态文明理论为指导的治理措施等三个方面进行阐述。
[Abstract]:With the gradual degradation of natural environment and the increasingly prominent energy problem, human beings have to face very serious ecological problems and survival problems. In order to deal with the above crisis, the advanced countries in the West have re-examined the disadvantages in the process of industrial development, and also seen clearly the relationship between the ecological environment of human development. As a result of such objective conditions, ecological post-modernism and ecological modernization, A variety of modern ecological ideas and ideas represented by post-industrial civilization have emerged. These advanced ecological thoughts have promoted the emergence of western ecological civilization theory and the construction of ecological civilization of the Communist Party of China in the aspect of ideological enlightenment. As a new form of human civilization, Ecological civilization has gained profound and broad recognition throughout the world. The 18th National Congress of the Communist Party of China from November 8 to November 14, 2012 clearly laid out convincing planning and management for the construction of a five-in-one ecological civilization. This paper points out the detailed requirements and important items of socialist civilization construction, which indicates that the Chinese Communist Party's understanding of building socialism with Chinese characteristics has been raised to a new level. The construction of contemporary Chinese ecological civilization is going through a process from initial exploration stage, development to perfection and maturity, which requires us to organically combine history and present, theory and practice, difficulties and methods, etc. Conduct a comprehensive and systematic study. The important content of natural environment improvement is the process of different units such as government, market and civil society to deal with the natural environment crisis and realize the goal of good natural environment by formal or informal regulation. China's ecological environmental control must be guided by the scientific concept of development and more perfect. The scientific view of development contains a variety of ecological and political contents, in order to meet the actual needs of China's current situation, guide the work of ecological environmental regulation in China. This paper mainly studies five aspects of the content, first is the introduction, first from the topic selection background of this paper, the significance of the purpose of the research and domestic and foreign research status and other directions to begin to explain; Secondly, starting from the emergence of the theory of ecological civilization construction in modern China, the research and analysis report on ecological civilization construction and the analysis of its significance are carried out with emphasis on the content of three topics; The third part is about the present situation and restrictive factors of urban environment, mainly from the development and evolution of urban environmental governance, the policies, institutions and regulations of urban governance. The restricting factors of urban environmental problems and the necessity of guiding urban environmental governance with the thought of ecological civilization construction are explained. The fourth part of the research content is the urban environmental governance approach, mainly from the process of urban environmental governance to strengthen the construction of ecological civilization and adhere to the theory of sustainable development and circular economy theory and other two aspects; The last part of the study is based on the actual work of Changchun Ecological City (net Moon) as an example to talk about environmental control measures, mainly from Changchun City, the current environmental situation of the ecological city of the month, The restrictive factors of the problem and the management measures guided by the theory of ecological civilization are expounded.
