随着十八世纪开始的工业化进程的发展,以及由于人民生活条件逐步得到改善而导致的人口激增,大规模和不断发展的城市化以其固有的城镇基础设施的建设活动使环境变得不堪重负。必须指出的是,其中一些人类活动导致了所谓新兴文明的出现,也可以称之为消费社会,这些文明的产生与固体废弃物的大规模生产及其沉积在不合适的地方息息相关。近年来出现的由若干捐助者造成的一个主要环境问题,便是缺乏建造垃圾场的空间以及建造和维护管理固体废弃物的基础设施的费用日益增加。因此,有关固体废弃物的问题,尤其是城市废弃物,几十年来一直受到国家和国际社会的讨论,特别是在莫桑比克等发展中国家。因为这是我国面临的最大挑战之一,也是由于生产过剩和固体废弃物的最终处理方式,使其于某种程度上在社会、经济和环境等领域都备受关注。因此,由于固体废弃物的产生往往与人们的生活方式、人口增长与消费模式成正相关,规划不足的地区将会扩大。本课题是基于在马普托市议会中收集到的数据、参考管理城市固体废弃物的文献综述以及对这一进程的不同参与者进行结构化访谈和专家咨询而拟订的（政府机关、非政府组织,以及研究人员进行了实地研究,这关系到研究的后续事件）。回首过去十年...
