【摘要】：铁路道路平交道口是铁路事故发生的危险地段,相关统计资料表明,铁路事故中有很大部分是道口事故,而道口事故一旦发生,就会造成车毁人亡的悲剧,危害性较大。因此本论文研究的主要内容就是查找铁路道路平交道口事故的成因和特点,总结事故经验教训,掌握事故发生的规律并准确预测事故的发生,提出科学有效措施,以提高道口的安全水平、改善道口的安全状况,最大程度保护人民的生命财产安全,降低道口事故发生率与事故死亡率。本文的主要内容有以下几个方面:(1)介绍了国内外专家机构对铁路道口事故的研究,通过查阅大量的相关资料与文献,总结分析了国内外对铁路道口事故的研究进展,掌握铁路道口事故发生的基本特点,了解其研究发展历史。(2)研究铁路交通事故的基本特征,深入分析铁路道路平交道口事故的定义、特点、分类等内容,为预测预防铁路道路平交道口事故的发生提供完善的资料信息。(3)总结几种代表性的事故致因理论,在全面掌握铁路道路平交道口事故的基本信息后,根据铁路道口事故的特征,分析导致事故发生的原因。采用事故树分析法,对黑龙江“1.28”铁路道口事故进行事故致因分析,得出导致事故发生的主要三点因素:道口工作人员因素;机动车驾驶员因素;安全防护装置因素。(4)针对铁路道口事故的特殊性,研究预防道口事故发生的有效措施。提出建立铁路道路平交道口事故三级预防机制,为降低铁路道口事故的发生率与伤亡率提供依据和方法。
[Abstract]:Railway crossing road is dangerous section of the railway accident, the relevant statistics show that the railway accident are crossing and crossing accident, once an accident occurs, it will cause a car crash tragedy, greater harm. Therefore this paper studies the main content is to find the causes and characteristics of railway grade crossing accidents, summary the accident lessons, master the occurrence regularity of accident and predict accidents, put forward the scientific and effective measures to improve the safety level crossing, improve safety crossing, maximize the protection of people's life and property safety, reduce the accident rate and crossing accident mortality. The main contents of this paper are as follows: (1) the Research on Railway Crossing Accident experts at home and abroad, through consulting a large number of relevant information and literature, summarizes and analyzes the domestic and foreign railway Research progress of traffic accidents, grasp the basic characteristics of railway crossing accidents, to understand the history of research and development. (2) the basic characteristics of the railway traffic accident, definition, in-depth analysis of road level crossing railway accident characteristics, classification and other content, providing information for the prediction and prevention of iron road crossing accident. (3) summarize several representative accident causation theory, a comprehensive grasp of basic information in the railway accident after crossing the road crossing, according to the characteristics of railway crossing accidents, analysis the cause of the accident. By using the method of fault tree, the "1.28" Heilongjiang railway crossing accident caused by accident analysis, it is concluded that the three main factors of the accident factors: crossing staff; vehicle driver; safety protection device. (4) according to the particularity of railway crossing accidents, prevention of crossing Effective measures of the accident. We proposed the establishment of railway grade crossing accident three grade prevention mechanism, in order to reduce railway crossing accident rate and casualty rate provide the basis and method.
