【摘要】:经济的快速发展,使得汽车保有量和交通量急剧增长,随之带来了诸多交通问题,如:交通愈加拥堵、交通安全事故频发、尾气污染严重等。为了解决这些问题,以更好地发挥交通基础设施的利用效率,,一个全新的交通系统——智能交通系统(简称“ITS”)进入了我们的生活。ITS的目的是全方位地提高交通的安全性、效率以及服务品质,通过交通需求的指引和信息技术手段,充分地利用时间、空间等各方面交通资源,对人、车、路三者进行智能化的管理。而且ITS是一个复杂的大系统,涉及到多个领域,为了确保ITS内容的完整性、逻辑的缜密性以及结构的合理性,它的构架需要完整的理论方法进行指导,从而为其系统标准的制定、框架设计以及规划提供基础。 首先,本文对ITS及ITS框架的相关概念进行论述,分析了ITS的相关功能及效益,同时对典型的几种应用系统进行介绍。其次,通过对美国、欧洲、日本等国家和地区的ITS体系研究分析,结合国内趋势以及北京、上海等地区ITS发展现状,总结了其发展所带来的启示,为后文的研究提供依据。第三,总结性地阐述了ITS体系框架的概念,以及其开发的两种方法,即基于国家框架的开发方法和一般开发方法。同时,也提出了地区ITS项目实施方法,通过系统聚类法对地区中的子区域进行分类,并对项目实施方法进行研究,提出分阶段实施法。最后,通过对陕西省道路交通发展概况、陕西省道路ITS发展概况进行ITS体系设计基础分析,得出现阶段陕西道路ITS的用户服务需求,并绘制了其逻辑框架和物理框架图,以及通过对城市的分类,设计了陕西省近十年的道路ITS项目分区、分阶段实施规划,提出了道路ITS发展的相关政策建议。
[Abstract]:With the rapid development of economy, the vehicle ownership and traffic volume increase rapidly, which brings a lot of traffic problems, such as traffic congestion, frequent traffic safety accidents. In order to solve these problems in order to give full play to the utilization efficiency of transportation infrastructure. Intelligent Transportation system ("ITS"), a new transportation system, has entered our life with the aim of improving traffic safety, efficiency and service quality. Through the guidance of traffic demand and information technology means, make full use of time, space and other aspects of traffic resources, and carry out intelligent management of people, cars and roads. And ITS is a complex large system. In order to ensure the integrity of ITS content, logic meticulous and structure rationality, its framework needs to be guided by complete theory and method, so as to establish the system standard. Framework design and planning provide the basis. First of all, this paper discusses the related concepts of ITS and ITS framework, analyzes the related functions and benefits of ITS, and introduces several typical application systems. Secondly, through the United States, Europe. Japan and other countries and regions of the ITS system research and analysis, combined with domestic trends and Beijing, Shanghai and other regions of the status quo of ITS development, summed up its development of enlightenment, for the following research to provide the basis. Third. This paper summarizes the concept of ITS system framework and two methods of its development, that is, the development method based on national framework and the general development method. At the same time, it also puts forward the implementation method of regional ITS project. Through the systematic clustering method to classify the sub-regions in the region, and the project implementation method is studied, put forward the phased implementation method. Finally, through the development of road traffic in Shaanxi Province. The development of road ITS in Shaanxi Province is analyzed based on the design of ITS system, and the user service demand of Shaanxi Road ITS is obtained, and the logical framework and physical frame diagram are drawn. Based on the classification of cities, this paper designs the zoning of road ITS projects in Shaanxi Province in the past ten years, implements the planning in stages, and puts forward some policy suggestions for the development of road ITS.
