天津港LNG船舶运输风险分析

【摘要】:液化天然气作为一种高效、清洁的传统能源替代品,在能源需求量持续增长、环境保护意识逐渐加强的当今社会,越来越受到国际社会的重视。改革开放至今,我国经济迎来持续高速增长期,国民生产总值持续走高,但与此同时能源需求量也在不断增长。而传统能源日益减少且环境危害较大,因此我国对液化天然气的需求量也在不断增长。而我国大部分的液化天然气需要进口,其中一部分贸易是通过LNG船舶经海上运输实现的。LNG船舶是高风险船,当LNG船舶发生事故时,尤其是在港区内,当发生碰撞、搁浅而产生的泄漏事故时,对船舶、航道、港口将产生巨大的危害。 那么面对风险较高的LNG船舶,对其在进出港以及航行过程中的风险高低进行评价,就具有了很强的现实意义。本文针对天津港的LNG船舶运输进行风险评估,并根据评估结果采取相应的措施来降低风险,该项研究工作具有很强的社会意义。 本文首先深入、系统的研究了国内外关于船舶安全方面的风险评价标准、方法等。其次,为科学、合理的评价天津港LNG船舶安全。本文首先详细研究了液化天然气的危害特性,通过查阅大量资料和实地考察,了解了天津港液化天然气码头的现状。在以上工作的基础上,本文运用模糊综合评价的方法,对天津港液化天然气码头进行了风险评估并给出了评估结果及危险防范改进措施和事故应急处理对策。
[Abstract]:Liquefied natural gas (LNG), as an efficient and clean alternative to traditional energy, has been paid more and more attention to by the international community since the reform and opening up to date, with the increasing demand for energy and the increasing awareness of environmental protection. Our country economy ushered in the sustained high speed growth period, the gross national product continued to rise, but at the same time, the energy demand is also increasing, while the traditional energy is decreasing day by day and the environment is harmful. Therefore, the demand for liquefied natural gas in China is also increasing, and most of our country needs to import liquefied natural gas. One part of the trade is realized through the maritime transport of LNG ships. LNG ships are high-risk vessels, when LNG ships occur accidents, especially in the port area, when collisions occur. The leakage accident caused by grounding will cause great harm to ships, waterways and ports. Then in the face of higher risk of LNG ships, in the port and in and out of the process of risk evaluation. This article carries on the risk assessment to the Tianjin Port LNG ship transportation, and according to the evaluation result takes the corresponding measure to reduce the risk. The research has strong social significance. First of all, this paper studies the risk assessment standards and methods of ship safety at home and abroad systematically. Secondly, it is scientific. Firstly, this paper studies the hazard characteristics of LNG in detail, and through consulting a lot of data and field investigation. The present situation of Tianjin Port LNG terminal is understood. Based on the above work, the fuzzy comprehensive evaluation method is used in this paper. The risk assessment of liquefied natural gas terminal in Tianjin Port is carried out, and the evaluation results, the improvement measures of danger prevention and the countermeasures for emergency treatment of accidents are given.
