城市突发事件应急救援车辆路径选择研究

【摘要】:伴随我国城市化步伐不断地迈进,城市化已成为我国发展的主旋律。然而,当城市规模不断地扩大时,城市内人口基数也在变大,当各类突发事件发生时,严重地影响到人民的生活、生产及生命财产安全。在交通线路密集的城市内,如何快速地实施救援,,应急救援车辆选径就显得尤为重要。在此背景下,研究城市突发事件应急救援车辆路径选择已成为当前城市突发事件应急救援的迫切需求。 对应急救援车辆路径选择的研究离不开对救援车辆的调配和路径选择的研究。如何在城市发生突发事件时高效地调配应急救援车辆并快速地到达事故突发点,是目前我国应急救援面临的一道难题。本文根据我国城市突发事件应急救援的发展方向,分析了我国城市当前频发生的突发事件基本类型,并进行了总结,得出了城市突发事件易发类型的新趋向。通过对救援车辆调配及救援路径选择的研究,应用TransCAD对城市突发事件应急救援车辆路径选择进行仿真。论文的主要研究内容如下: (1)通过对过去的城市突发事件类型的分析,总结出了当前城市突发事件的特点和易发生的突发事件类型。 (2)分析了基本的VRP及其扩展问题的相关模型和算法,得出了研究应急救援车辆路径所需的要素。 (3)根据目前对城市突发事件应急救援中考虑因素的不足,对应急救援车辆选择的路径进行了可靠度分析,得出了城市应急救援车辆行程的风险函数和复杂函。 (4)通过对标准的VRP模型分析,提出了一种带约束条件的多目标城市应急救援车辆路径选择模型。 (5)使用TransCAD软件对提出的数学模型进行了仿真,并验证了该模型的合理性。 (6)对实时条件下城市应急救援车辆选径进行了分析,得出了在考虑时间优先的情况下,应建立一个实时应急指挥系统,对应急救援车辆选径进行实时指挥。
[Abstract]:Along with the pace of urbanization in China, urbanization has become the main theme of the development of our country. However, when the scale of the city continues to expand, the population base of the city is also becoming larger, when all kinds of emergencies occur, It has a serious impact on people's life, production and safety of life and property. In cities with dense traffic lines, it is particularly important how to carry out rescue work quickly, and how to select the paths of emergency rescue vehicles. In this context, It has become an urgent need to study the vehicle route selection for emergency rescue of urban emergencies. The research on the route selection of emergency rescue vehicle is inseparable from the study of the allocation and route selection of the rescue vehicle. According to the development direction of emergency rescue in cities of our country, this paper analyzes the basic types of emergencies that occur frequently in cities of our country, and summarizes them. Through the research on the allocation of rescue vehicles and the choice of rescue path, the TransCAD is used to simulate the route selection of emergency rescue vehicles. The main research contents of this paper are as follows:. 1) by analyzing the types of urban emergencies in the past, this paper summarizes the characteristics of urban emergencies and the types of emergencies that are easy to happen. (2) the basic models and algorithms of VRP and its extended problem are analyzed, and the essential factors for studying the route of emergency rescue vehicle are obtained. 3) according to the deficiency of the factors considered in the emergency rescue of the city, the reliability analysis of the route chosen by the emergency rescue vehicle is carried out, and the risk function and complex letter of the travel of the emergency rescue vehicle in the city are obtained. 4) by analyzing the standard VRP model, a multi-objective urban emergency rescue vehicle routing model with constraints is proposed. 5) the proposed mathematical model is simulated with TransCAD software, and the rationality of the model is verified. This paper analyzes the route selection of urban emergency rescue vehicles under real-time condition, and concludes that a real-time emergency command system should be established under the consideration of time priority to conduct real-time command of emergency rescue vehicles.
