地震灾后道路重建安全控制与管理体系的研究

【摘要】:地震发生和次生灾害所造成的损失严重,因此对地震的研究和灾后重建显得尤为重要,,我国经过这几次地震后,积累了不少宝贵的经验,随着工作的不断深入,一些管理体系的建立和完善、防范措施的制定和实行,起到了良好的经济效益和社会效益。 本文就灾后重建道路的安全控制和管理体系的建立进行了探讨,系统的介绍了国内外对道路安全控制的状况和发展趋势,结合四川汶川地震灾后重建的特点,对灾后道路发生的滑坡、泥石流,岩石崩塌等次生灾害问题以及桥梁的检测、加固从产生的原因、采取的预防、处理的措施,通过照片、图表的形式分门别类的进行详细的描述,根据灾后现场的实际情况,建立起完善的组织和管理体系,从而对影响安全的具体因素进行动态控制,减少或消除不安全的行为和状态,防止和减少事故的发生,对风险进行规避、转移,使风险量降到最低,保证人员和财产免受损失或降到最低。 四川汶川地震呈现出多元化、灾害严重、时间短、次生灾害频繁发生,遗留问题多、整体消化能力弱等特点,结合具体情况,综合考虑提出运用安全控制理论,制定出适应灾后重建道路安全控制管理办法,为以后灾后重建提供方法和参考依据。
[Abstract]:The damage caused by earthquakes and secondary disasters is serious, so the study and reconstruction of earthquakes is particularly important. After these earthquakes, our country has accumulated a lot of valuable experience, with the continuous deepening of the work. The establishment and perfection of some management systems and the establishment and implementation of preventive measures have achieved good economic and social benefits. This paper discusses the establishment of road safety control and management system for post-disaster reconstruction, systematically introduces the status and development trend of road safety control at home and abroad, and combines the characteristics of post-disaster reconstruction in Sichuan Wenchuan earthquake. The detection of secondary disasters such as landslides, debris flows, rock collapses, and bridges occurring on roads after the disaster, reinforcement from the causes of occurrence, prevention and treatment measures taken, through photographs, According to the actual situation after the disaster, a perfect organization and management system is established, and the specific factors affecting safety are dynamically controlled. To reduce or eliminate unsafe behavior and state, to prevent and reduce the occurrence of accidents, to circumvent and transfer risks, to minimize risk and to ensure that persons and property are protected from loss or to the minimum. The Wenchuan earthquake in Sichuan shows the characteristics of diversity, serious disasters, short time, frequent secondary disasters, many remaining problems, weak overall digestive ability, and so on. Considering the specific situation, the author puts forward the application of safety control theory. The method of road safety control management for post-disaster reconstruction is established to provide methods and references for post-disaster reconstruction.
