复式航道背景下天津港调度优化研究

【摘要】:为进一步适应天津港的快速发展,加强集团公司对全港生产的宏观调控职能,规范港口生产业务操作流程,保障港口正常的生产秩序。 港口生产调度室是实现港口生产、协调各生产环节的有力保证,是对港口生产过程直接进行控制、调节、实现生产作业计划的主要手段,是保障港口安全生产、提高服务质量的有效措施。 2005年12月26日,天津港调度指挥中心正式运营。该中心以天津港生产调度系统为基础,运用船舶交通管理系统、船舶自动识别系统等现代化手段,对航道、库场、道路进行信息识别和视频监控,实现港口生产集中指挥。 与老的天津港调度指挥中心,经过优化后的指挥中心,通过天津港生产调度管理系统的信息管理、现场视频远程监控系统的信息管理、计算机设备相关硬件管理以及使用通讯手段通讯等行为,能够更为准确、及时地掌握包括车船场等港口生产的各个环节。 但是随着近几年天津港超大型船舶进出港数量增长虽快,但万吨级及以下船舶仍占总量的70%,这些船舶占用了主航道,使其通航能力不能充分发挥;二是由于锚地布置不合理,使锚地起锚进港船舶与出港船舶在港外有了交叉,带来了安全隐患。于是,便应运而生了“复式航道”这一大胆设计。 复式航道的启用,必然会对传统的调度管理带来冲击。对于指挥中心在管控上提出了更高的要求,相应的也会做出适当地调整,优化管理体系。为此,本文以复式航道为背景,结合天津港指挥中心目前的管理现状,综合运用管理学、人力资源、组织行为学等科学理论,提出新形势下的指挥中心管理优化研究。

Based on Tianjin Port production and dispatching system, the center applied modern means such as ship traffic management system, ship automatic identification system, and so on, to the waterway and depot, Road information identification and video surveillance to achieve centralized command of port production. With the old Tianjin Port dispatching Command Center, the optimized command center, through the information management of the Tianjin Port production scheduling Management system, the information management of the on-site video remote monitoring system, Computer equipment related hardware management and the use of communication means of communication can be more accurate and timely grasp all aspects of port production including shipyards and so on. However, although the number of super large ships in and out of Tianjin Port has increased rapidly in recent years, the ships of ten thousand tonnage and below still account for 70% of the total volume. These ships occupy the main waterway, which makes their navigable capacity unable to play their full play; second, because of the unreasonable arrangement of the Anchorage, As a result, the Anchorage anchor entry ship and the outgoing ship cross each other outside the port, which brings the hidden trouble of safety, so the bold design of "double channel" has emerged as the times require. The use of duplex waterway will inevitably impact on the traditional dispatching management. The command center has put forward higher requirements for control and control, and accordingly will make appropriate adjustments to optimize the management system. Based on the background of duplex channel and the current management situation of Tianjin Port Command Center, this paper puts forward the management optimization research of the command center under the new situation by using the scientific theories of management, human resources, organizational behavior and so on.
