福建省高速公路服务区发展战略研究

【摘要】：福建省高速公路从20世纪九十年代开始建设经营,1997年福建省第一条高速公路——福厦泉高速公路建成通车,打开了福建高速开始的新篇章,至2013年底福建省高速公路通车里程超过4000公里,征收费用已达每年100亿元,预计在“十二五”计划并基本建成三大中心城市环线和重要交通枢纽联络线,基本实现福州至八县半小时经济圈至各设区市3小时交通经济圈,各设区市间4小时内到达和县县15分钟上高速,国土高速公路密度大到4.2公里／百平方公里,达到周边先进省份或发达国家水平,基本形成了福建省“三纵八横”的高速公路网。在高速公路发展迅猛的情势下,至2013年全省高速公路服务区日均车流量达10.11万辆,人流量达17.48万人,总营业收入达1905.97万元。其中油品销售收入1843.33万元；餐饮收入34.6万元；便利店收入23.96万元；汽修收入1.99万元；其他收入2.09万元。本研究正是基于这样的时代背景下,以福建省高速公路服务区为研究对象,提出新形势下福建省高速公路服务区发展战略规划。为增强本研究的科学性、系统性和发展规划的可操作性,本研究在研究中坚持提出问题、分析问题和解决问题“三步走”的研究方式,综合运用多种研究方法,注重理论分析和实证研究的紧密结合、定性分析和定量研究的有机统一、问题分析和对策规划的研究逻辑,在借鉴、分析和比较的基础上有针对性地提出福建省高速公路服务区发展战略研究。在研究方法的选择上,本研究主要采用文献分析法、实证分析法和比较分析法三种研究方法。整体来讲,本研究内容主要由六部分组成。第一部分：绪论。简要介绍了本研究的研究背景和研究意义,确定了研究的方法和主要内容。第二部分：相关理论基础,简要的描述了企业战略管理的工具和高速公路服务区等相关内容。第三部分：国内外高速公路战略发展借鉴。第四部分：福建省高速公路服务区的现状分析。通过SWOT分析法,对福建省高速公路服务区现状进行全面分析,找出存在的问题。作为我省高速公路服务区战略发展的基础数据。第五部分：福建高速公路服务区发展战略制定。对福建省高速公路服务区进行定位,并提出服务区未来发展战略思路及战略规划。第六部分：结论,它是本研究的研究总结。本研究对提升福建省高速公路服务区战略发展具有一定的指导意义,并提供了高速公路服务区发展对策的实证。
[Abstract]:The construction and operation of Fujian Provincial Expressway began in 1990s. In 1997, Fuxia-Quan Expressway, the first expressway in Fujian Province, was completed and opened to traffic, opening a new chapter for the beginning of Fokienia Expressway. By end of 2013, the mileage of Fujian Provincial Expressway will be more than 4, 000 kilometers, and the levy fee has reached 10 billion yuan per year. It is estimated that in the 12th Five-Year Plan, three central urban ring lines and important transportation hub liaison lines will be built basically. Basically realizing the economic circle from Fuzhou to eight counties in half an hour to each district and city in three hours traffic economic circle, each district within 4 hours to reach and the county and county 15 minutes on the high speed, the land highway density is as high as 4.2 kilometers / 100 square kilometers. Reaching the level of the neighboring advanced provinces or developed countries, the expressway network of Fujian Province has basically formed "three columns and eight horizontal roads". With the rapid development of highways, by 2013, the average daily traffic volume of expressway service areas in the whole province had reached 101,100. The flow of people reaches 174,800 people, the total operating income is nineteen million fifty-nine thousand and seven hundred yuan. The sales income of oil products is eighteen million four hundred and thirty-three thousand and three hundred yuan; the income of catering is 346,000 yuan; the income of convenience store is 239,600 yuan; the income of auto repair is 19,900 yuan; The other income is 20,900 yuan. This study is based on the background of the times, taking the expressway service area of Fujian Province as the research object, puts forward the development strategic plan of the expressway service area of Fujian Province under the new situation, in order to enhance the scientific nature of this research, Systematization and maneuverability of development planning. In this study, we insist on putting forward problems, analyzing problems and solving problems "three-step" research methods, comprehensively using a variety of research methods, paying attention to the close combination of theoretical analysis and empirical research. The organic unity of qualitative analysis and quantitative research, the logic of research on problem analysis and countermeasure planning, on the basis of reference, analysis and comparison, puts forward the development strategy research of expressway service area in Fujian Province. This research mainly adopts three research methods: literature analysis, empirical analysis and comparative analysis. As a whole, the research content is mainly composed of six parts. The first part: introduction. The research background and significance of this study are briefly introduced. The methods and main contents of the research are determined. Part two: the relevant theoretical basis, The paper briefly describes the tools of enterprise strategic management and expressway service area. The third part: the reference of highway strategy development at home and abroad. Part 4th: analysis of the current situation of expressway service area in Fujian Province. Through SWOT analysis, The present situation of expressway service area in Fujian Province is comprehensively analyzed. To find out the existing problems. As the basic data of the strategic development of expressway service area in Fujian Province. Part 5th: make the development strategy of Fujian expressway service area. Part 6th: conclusion, it is the conclusion of this study. This study has certain guiding significance to promote the strategic development of Fujian expressway service area. And provides the expressway service area development countermeasure demonstration.
