大型建设项目交通影响评价若干问题研究

【摘要】:2013年我国的城镇化水平已经达到52%,在过去的5年中,中国的城镇化率平均每年提高1.3个百分点,随着我国城市化进程的不断深入,每年增加的城市人口多达1700万。为满足这些城市新增人口的居住、就业等需求,各种大型建设项目相继投入开发运营,在缓解城市刚需供应不足问题的同时,却又给城市交通系统带来了新的挑战。大型建设项目的开发必然导致区域交通量的增长,,如果不解决可能的交通拥堵问题,其随之而来的交通事故、环境污染、公交拥挤和停车困难等一系列问题又会影响到出行者的日常生活,成为影响整个区域的交通拥堵多发地段,进而影响到项目开发的利润获取,同时也制约了城市经济的发展。因此,对城市大型建设项目进行交通影响评价及能够保障开发商的利益,也能够促进城市交通系统的健康发展。 本文通过对大型建设项目交通影响评价中重点关注的交通基础资料的调查与分析、停车设施分析与评价和公交及出租车场地分析等问题入手,在第三章对主要基础资料的调查方法、作用及评价进行了分析;第四章论述了交通影响评价中停车设施的分析方法和评价内容,对常遇到的问题提出改善的建议以供参考;第五章对公交首末站、公交中途站和出租车停靠站从设置要求、形式、影响因素等方面进行论述,并对不同设施提出各自的评价指标,结合“国宾中央区”交通影响评价进行具体的实例分析与测评。
[Abstract]:In 2013, China's urbanization level has reached 52%, in the past 5 years, the urbanization rate Chinese the average annual increase of 1.3 percentage points, along with our country city and the deepening of the process, the annual increase of city population up to 17 million. In order to meet these new city population living, employment demand, various large the construction projects have been put into operation in the city development, alleviate the problem of insufficient supply just at the same time, it also brings new challenges to city traffic system. The development of large-scale construction projects will inevitably lead to regional traffic growth, if traffic congestion will be puzzled, the traffic accidents, environmental pollution, a series of problems traffic congestion and parking difficulty would affect the traveler's daily life, become the regional traffic congestion prone area, thereby affecting the project development profits obtained, at the same time It also restricts the development of urban economy. Therefore, traffic impact assessment for urban large-scale construction projects and the interests of developers can also promote the healthy development of urban transportation system.
In this paper, through the investigation and analysis of the focus on the traffic impact assessment of construction projects of large traffic data, starting with the analysis and evaluation of parking facilities and bus and taxi site analysis, investigation method of the main basic data in the third chapter, effect and evaluation were analyzed; the fourth chapter discusses the analysis and evaluation of traffic impact assessment of parking facilities, the problems put forward the improvement suggestions for reference; the fifth chapter to the end of the first bus station, bus stops and the taxi stand from the requirements set form, the influencing factors were discussed, and put forward their evaluation indicators for different facilities, combined with the traffic impact Ambassador central evaluation case analysis and evaluation of concrete.
