重庆个体经营出租汽车可持续发展研究

【摘要】:在我国,虽然各省市地区对出租车的管理政策各不相同,但出租汽车基本一直属于政府管理的范畴,都体现了其属于公共资源的特性。.不同地方政府管理部门对出租汽车行业的发展做出了严格的总量控制和准入发展要求,在这样的大背景下,个体出租汽车经营发展与出租汽车企业经营发展相比,个体出租车往往处于弱势地位,其发展受到了制约,可持续发展能力低,与大型出租汽车企业之间的发展差距越来越大。个体出租汽车往往各自为战,其规范化、规模化差,达不到政府规定的配标条件,也就无法可持续的实现自身的造血功能,使自身在政府的配标中壮大,只能坐视其他大型出租车企业在一次次的政府配标中越做越强,越做越大。个体出租车的各自为战,形不成规模的情况,也使其作为交通窗口的服务水平也会大打折扣。对于重庆个体经营出租汽车这个群体来说,其25年的出租汽车特许经营权使其经营行为不可能在短时间内消失,而国外拥有成功出租汽车管理经验的国家中其个体经营出租汽车也普遍存在。所以,在我国政府出租汽车管理体制和准入制度不变的条件下,如何帮助个体经营出租汽车寻找发展的出路,通过发展提升服务质量和水平,对我市个体经营出租汽车进行深入研究,就显得很有必要。 本论文首先对重庆出租汽车的历史发展状况进行了分析,特别是对个体经营出租汽车经营中出现的造血功能、抵抗风险能力、收益保障、制度管理、人员管理、安全管理、信息管理以及文明文化建设等方面的问题进行了研究,较为系统地分析了重庆个体经营出租汽车的特性,造成以上问题的主要原因又主要表现在个体出租汽车经营分散,主体资本弱小,形不成合力,不具有规模效应等等。因此,论文从个体经营出租汽车组建企业的发展方向、优劣势分析、市场分析、保障措施进行了较为系统的研究,并提出了成立股份制公司的个体经营出租汽车发展对策。 本论文通过对重庆市个体经营出租汽车的研究,其结果希望能够为政府对出租汽车的管理提供参考,既能充分保证重庆市民出行,又能提高出租汽车窗口行业的整体服务水平,还能正确引导个体经营出租汽车的发展,增加目前个体经营出租车经营者的经济收入,从而在重庆出租汽车行业营造和谐的发展氛围,达到社会效益的最大化。
[Abstract]:In our country, although different provinces and cities have different policies on taxi management, taxis are basically within the scope of government administration. All of them reflect the characteristics of public resources... Different local government management departments have made strict total volume control and access development requirements for the development of the taxi industry. Under such a background, Compared with the development of taxi enterprises, individual taxis are often in a weak position, their development is restricted and the ability of sustainable development is low. The gap between the development of individual taxi enterprises and large taxi enterprises is getting bigger and bigger. Individual taxis often go to war on their own. Their standardization and scale are poor, and they do not meet the conditions prescribed by the government to match the standard, so they cannot achieve their own hematopoiesis function sustainably. So that they can grow in the government bidding, can only sit by the other large taxi enterprises in the government bidding more and more strong, bigger and bigger. Its service level as a traffic window will also be greatly compromised. For Chongqing's self-employed taxi group, its 25-year taxi franchise makes it impossible for its business to disappear in a short period of time. However, in the countries with successful taxi management experience in foreign countries, their self-employed taxis are also common. Therefore, under the condition that the taxi management system and the admission system of our government remain unchanged, How to help the self-employed taxi to find the way out, through the development to improve the service quality and level, to carry on the thorough research to our city self-employed taxi, it is very necessary. This paper first analyzes the historical development of Chongqing taxi, especially the hematopoietic function, risk resistance, income security, system management, personnel management, safety management, etc. The problems of information management and the construction of civilization and culture are studied, and the characteristics of self-employed taxi in Chongqing are analyzed systematically. The main reasons for the above problems are mainly reflected in the dispersion of individual taxi management. Therefore, the paper makes a systematic study on the development direction, advantage and disadvantage analysis, market analysis and safeguard measures of the self-employed taxi enterprises, such as the weak capital, no resultant force, no scale effect and so on. And put forward the development countermeasure of the self-employed taxi to set up the stock company. Through the research of Chongqing self-employed taxi, the results of this paper hope to provide a reference for the government to manage taxi, which can fully guarantee the travel of Chongqing residents. It can also improve the overall service level of the taxi window industry, correctly guide the development of the self-employed taxi business, and increase the economic income of the current self-employed taxi operators. Thus in Chongqing taxi industry to create a harmonious development atmosphere to maximize social benefits.
