道路运输业节能减排评价研究

【摘要】:道路运输业能源消耗主要以石油燃料为主,燃烧后产生如硫化物、一氧化碳、二氧化碳、氮氧化合物,粉尘、可吸入颗粒物等污染环境的产物。随着科技的不断进步和人民生活水平的提高,能源消耗增加引发全球能源危机,污染物排放过多对环境造成了很大的压力。 本文从道路运输工具、道路运输管理和道路运输基础设施三方面出发,建立了包含3个层次61个评价指标的道路运输业节能减排的评价指标体系,对灰色关联理论在优化道路运输业节能减排评价指标体系的应用进行了分析与研究,用模糊综合评价法对道路运输业节能减排状况进行了评价研究。 在理论研究与分析的基础上,以黑龙江为例,用灰色关联理论对黑龙江省道路运输业节能减排评价指标体系进行了优化研究,用模糊综合评价法对黑龙江省道路运输业节能减排情况进行评价,得出黑龙江省道路运输业节能减排评价结果。提出应从战略、政策、资金投入、宣传等政府性措施推进黑龙江省道路运输业节能减排,从推进道路运输业规模化、专业化、大型化发展,合理配置运输车辆提高企业载荷利用率,鼓励技术创新,加强企业内部管理等行业性措施促进黑龙江省道路运输业节能减排。
[Abstract]:The energy consumption of road transportation industry is mainly oil fuel. After combustion, it produces products such as sulfides, carbon monoxide, carbon dioxide, nitrogen oxides, dust, respirable particulates and other products that pollute the environment.With the development of science and technology and the improvement of people's living standard, the increase of energy consumption leads to the global energy crisis, and the excessive discharge of pollutants causes great pressure on the environment.Based on three aspects of road transport vehicle, road transport management and road transport infrastructure, this paper establishes an evaluation index system for energy saving and emission reduction of road transport industry, which includes 61 evaluation indicators at three levels.This paper analyzes and studies the application of grey relation theory in optimizing the evaluation index system of energy saving and emission reduction in road transportation industry, and evaluates the energy saving and emission reduction situation of road transportation industry by fuzzy comprehensive evaluation method.On the basis of theoretical research and analysis, taking Heilongjiang Province as an example, the paper optimizes the evaluation index system of energy saving and emission reduction of road transportation industry in Heilongjiang Province by using grey relation theory.The fuzzy-comprehensive evaluation method is used to evaluate the energy saving and emission reduction of the road transportation industry in Heilongjiang Province, and the evaluation results are obtained.It is suggested that government measures such as strategy, policy, capital investment and publicity should be taken to promote energy saving and emission reduction in Heilongjiang Province's road transport industry, and to promote the development of road transport industry on a large scale, in a specialized and large-scale manner.Reasonable allocation of transport vehicles to improve the utilization of load, encourage technological innovation, strengthen the internal management of enterprises and other industrial measures to promote energy conservation and emission reduction in Heilongjiang Province road transport industry.
