胶州湾高速公路拓宽改造项目投资决策评价研究

【摘要】：高速公路项目，极大地便利了国家和人民的生活，也为投资者带来可观的经济利益。为此，，高速公路建设项目在开工前，需要进行客观的、实事求是的投资决策效益研究评价工作，其中对公路工程项目的投资估算和经济效益评价尤为重要。高速公路建设项目的投资决策效益研究构成了高速公路建设项目可行性研究的重要框架，投资决策效益研究以国民经济的发展战略和行业、地区的发展规划以及相关的经济技术政策为基础，在做好交通量预测和工程技术研究的前提之下，分析高速公路项目的经济合理性和可行性，为工程项目投资决策效益研究提供理论依据。本文在介绍胶州湾高速公路项目基本情况的基础上，对胶州湾高速公路项目投资决策效益研究基本理论进行概述，进而对胶州湾高速公路拓宽改造项目进行投资估算，确定设计方案并编制其资金筹措及使用计划；同时提出了高速公路拓宽改造项目的财务投资决策指标体系和国民投资决策效益研究效益投资决策指标体系：通过计算分析项目的经济净现值、动态投资回收期及内部收益率来验证项目的可行性，并针对工程建设投资、时间节约收益、沿线土地增值收益三个不确定性因素进行了敏感性分析；通过建立项目国民投资决策评价研究指标体系，针对胶州湾高速公路拓宽改造项目完成后，将减少新增交通量行车距离、节约行车时间及交通事故的下降等量化为资金的节约，并考虑沿线土地的增值，从而定量地分析项目的国民经济经济效益。研究结果表明：胶州湾高速公路的拓宽改造项目经济效益合理，社会效益显著。
[Abstract]:The highway project greatly facilitates the life of the country and people and brings considerable economic benefits to investors.Therefore, before the expressway construction project starts, it is necessary to carry on the objective and realistic research and evaluation of the benefit of investment decision, among which it is very important to estimate the investment and evaluate the economic benefit of the highway project.The research on investment decision benefit of expressway construction project constitutes an important framework for feasibility study of expressway construction project. The research of investment decision benefit is based on the development strategy and industry of national economy.On the basis of regional development planning and related economic and technological policies, the economic rationality and feasibility of expressway projects are analyzed on the premise of traffic volume prediction and engineering and technical research.It provides a theoretical basis for the study of investment decision-making benefit of engineering projects.On the basis of introducing the basic situation of Jiaozhou Bay Expressway Project, this paper summarizes the basic theory of investment decision benefit study on Jiaozhou Bay Expressway Project, and then estimates the investment of Jiaozhou Bay Expressway widening and rebuilding Project.Determine the design plan and prepare its financing and use plan;At the same time, the paper puts forward the financial investment decision index system and the national investment decision benefit decision index system of the expressway widening and reforming project: through calculating and analyzing the economic net present value of the project,The dynamic investment payback period and the internal rate of return are used to verify the feasibility of the project, and the sensitivity analysis is carried out for the three uncertain factors of project construction investment, time saving income and land increment income along the line.Through the establishment of the national investment decision evaluation index system of the project, after the completion of the widening and rebuilding project of Jiaozhou Bay Expressway, it will reduce the new traffic volume driving distance, save the driving time and reduce the traffic accident, and so on.Considering the increment of land along the line, the economic benefit of the project is analyzed quantitatively.The results show that the economic benefits and social benefits of the widening and rebuilding project of Jiaozhou Bay Expressway are reasonable and remarkable.
