大部制下危险货物陆地运输对策研究

【摘要】:近些年伴随我国经济及化工业的高速发展,危险品占据的地位越来越重要,而且对危险化学品运输的需求也是日益增长。危险化学品的容易爆炸、容易燃烧、具有腐蚀性、具有放射性、容易发生毒害等特殊危险性质,造成危险货物运输事故频发,因此危险货物运输的安全性问题受到运输相关部门的高度关注。陆地危险货物运输分为道路和铁路运输,不管是在品类或是在货物数量方面,道路危货运输都占据着很大的比例,并且事故不断发生,由此看来,铁路危险货物运输安全性好的优势并未充分发挥。随着大部制的提出,成立了交通运输部,为陆地危险货物运输提供了整合发展的前提,在大部制的统一管理下,可以充分发挥铁路和道路运输各自的优势。因此,探讨大部制管理模式下陆地危险货物运输对策具有重要的现实意义。 本文基于大部制管理模式的变化和联合运输理论,以陆地危险货物运输现状为出发点,通过分析危险货物陆地道路运输存在的问题以及道路和铁路在危险货物运输方面的优劣势,提出大部制管理模式下陆地危险货物运输对策:进行陆地危险货物公铁联运。本文主要完成了以下内容:首先,通过分析危险货物陆地道路运输在管理、安全、成本费用和能耗方面存在的问题,提出陆地危险货物运输以道路运输为主存在弊端。其次,通过对道路和铁路在危险货物运输方面的优劣势进行对比分析,提出将铁路和道路运输优点相结合的观点,以使两种运输方式充分发挥各自的优势。最后,通过进行大部制改革下陆地危险货物运输统一管理的可行性分析,提出相应对策,即建立大部制管理模式下陆地危险货物运输统一管理体系;大部制下基于物流理念实现陆地危险货物集装箱公铁联运的无缝链接;通过构建陆地危险货物公铁联运中转平台、使用危险货物公铁联运标准化物流设备、制定通用的系统接口标准等技术确保陆地危险货物公铁联运的实现。总之,大部制管理模式的变化,能够保证陆地危险货物铁路和道路运输由各自管理转为统一管理。
[Abstract]:In recent years, with the rapid development of China's economic and chemical industry, the position of dangerous goods is becoming more and more important, and the demand for the transportation of dangerous chemicals is increasing. The dangerous chemicals are easy to explode, easy to burn, have corrosive, radioactive, and are prone to poison and other special dangerous properties, causing dangerous cargo transportation accidents. Frequent occurrence, therefore the safety of the transportation of dangerous goods is highly concerned by the transport related departments. The transportation of land dangerous goods is divided into road and railway transportation. Whether it is in the category of goods or in the quantity of goods, the transportation of dangerous goods occupies a large proportion, and the accidents occur constantly. Therefore, it appears that the railway dangerous goods transport an. With the proposal of the large ministry, the transportation department has been set up to provide the premise for the integrated development of the land dangerous goods transportation. Under the unified management of the large ministry system, the advantages of the railway and road transport can be fully played. Therefore, the Countermeasures for the transportation of land dangerous goods under the management mode of the large part system are discussed. It is of great practical significance.
Based on the change of the management mode of the large part and the theory of joint transportation, this paper takes the present situation of the land dangerous goods as the starting point. Through the analysis of the existing problems of the land road transportation of dangerous goods and the advantages and disadvantages of the road and railway in the transportation of dangerous goods, this paper puts forward the Countermeasures for the transportation of land dangerous goods under the mode of the large-scale system management: The main contents of this article are as follows: first, through the analysis of the problems existing in the management, safety, cost and energy consumption of the land road transport of dangerous goods, it is suggested that the transportation of land dangerous goods is mainly by road transportation. Secondly, through the transportation of dangerous goods on roads and railways By comparing and analyzing the advantages and disadvantages, this paper puts forward the viewpoint of combining the advantages of railway and road transportation so as to make the two modes of transportation give full play to their respective advantages. Finally, through the feasibility analysis of the unified management of land dangerous goods transportation under the reform of the large part system, the corresponding countermeasures are put forward, that is to establish the land dangerous goods under the model of the large-scale system management. The unified management system for transportation of goods is carried out. Under the system of logistics, a seamless link between land dangerous cargo container and railway transportation is realized under the system of logistics. In conclusion, the change of large part management mode can ensure that the railway and road transport of land dangerous goods are transferred from their respective management to unified management.
