重庆高速公路服务区服务水平评价体系研究

【摘要】：服务区是高速公路的重要附属设施,是反映高速公路服务能力和展示地方经济发展成果的重要窗口。服务区整体服务水平的高低和服务质量的好坏既影响高速公路运行的安全与效率,也关系着沿线区域经济的健康发展。开展高速公路服务区综合评价研究有助于对服务区的运营状况进行客观评价,也便于在不同服务区间进行比较,进一步形成参照式、竞争式发展格局,促进服务区服务水平的持续提高。首先,本文在调研分析重庆高速公路建设运营现状基础上,应用区域社会经济发展理论分析了高速公路建设与运营和社会经济发展之间的关系,研究了现阶段重庆高速公路服务区建设运营模式,确定了其存在的问题：在高速公路建设初期,特别是路网尚未成形阶段,由于缺少相关研究和理论做指导,相关规范不完善,对高速公路服务设施的功能定位认识不足,重庆高速公路服务设施在建设、运营中存在服务功能不足、配套设施不完善、与地方经济社会融合不够等诸多不足。其次,对高速公路服务区服务设施的服务对象分类,分析了各类服务对象的服务需求。根据各类服务对象的服务需求对高速公路服务区进行了类型划分,确定了不同类型服务区的服务设施设置需求,提出了基于服务量最大的高速公路服务区规模计算模型。然后,基于高速公路服务区服务对象的需求特征和相应服务设施设置状况,提出了基于服务区功能完善度、服务供需相对差、服务周转率和服务表现的评价指标体系,建立了熵值法与秩和比法相结合的服务区服务水平综合评价方法,实现了对服务区服务水平的综合评价。最后,应用所建立的评价方法,对重庆高速公路建成时间较长的14个代表服务设施进行综合评价,并根据评价结果分析了目前重庆市高速公路服务区的服务运营现状,为重庆市高速公路新建服务区的设计建设和既有服务区的改建提供了决策依据。本论文对服务区服务水平的评价进行了探讨,根据服务区自身的服务特点和对应的配套设施设置条件,建立了服务区服务水平评价指标体系和评价方法,对重庆乃至全国的高速公路服务区实际工程具有参考指导作用。
[Abstract]:Service area is an important subsidiary facility of expressway, it is an important window to reflect the service ability of expressway and to show the achievements of local economic development. The whole service level and service quality of the service area not only affect the safety and efficiency of the expressway operation, but also affect the healthy development of the regional economy along the line. The research on comprehensive evaluation of expressway service area is helpful for the objective evaluation of the service area operation condition, and also facilitates the comparison among different service areas, and further forms the pattern of reference and competition development. To promote the continuous improvement of service level in the service area. First of all, based on the investigation and analysis of the present situation of Chongqing expressway construction and operation, this paper applies the theory of regional social and economic development to analyze the relationship between expressway construction and operation and social economic development. This paper studies the construction and operation mode of Chongqing Expressway Service area at the present stage, and determines the existing problems: in the initial stage of expressway construction, especially in the stage of road network not forming, due to the lack of relevant research and theoretical guidance, the relevant norms are not perfect. There is insufficient understanding of the function orientation of expressway service facilities. In the construction and operation of Chongqing expressway service facilities, there are many shortcomings, such as insufficient service functions, imperfect supporting facilities, insufficient integration with local economy and society, and so on. Secondly, the service objects of expressway service area are classified and the service demand of all kinds of service objects is analyzed. According to the service demand of all kinds of service objects, this paper classifies the expressway service area, determines the service facility setting demand of the different service area, and puts forward the calculation model of the expressway service area scale based on the largest service volume. Then, based on the demand characteristics of service objects in expressway service area and the setting situation of corresponding service facilities, this paper puts forward an evaluation index system based on the degree of functional perfection of service area, the relative poor service supply and demand, the service turnover rate and service performance. A comprehensive evaluation method of service level of service area is established, which combines entropy value method with rank sum ratio method, and realizes the comprehensive evaluation of service level of service area. Finally, using the established evaluation method, the comprehensive evaluation of 14 representative service facilities of Chongqing expressway is carried out, and based on the evaluation results, the present service operation situation of Chongqing expressway service area is analyzed. It provides the decision basis for the design and construction of the new service area of Chongqing expressway and the reconstruction of the existing service area. In this paper, the evaluation of service level in service area is discussed. According to the service characteristics of service area and the corresponding conditions of supporting facilities, the evaluation index system and evaluation method of service level in service area are established. For Chongqing and even the national highway service area actual project has the reference guidance function.
