恶劣天气条件下城市道路交通应急处置

【摘要】：为了有效解决各种恶劣天气条件下城市道路交通应急管理问题,本文在分析恶劣天气对城市道路交通系统影响的基础上,指出城市道路交通应急处置应按信息获知、有效响应、重点应对和快速恢复四阶段模型来有效处置,且针对不同级别应急响应要有针对性地采取不同的应急处置措施。在信息获知阶段,应以气象部门恶劣天气分级预警信息为基础,启动相应的城市道路交通应急管理分级响应预案;对于Ⅰ级、Ⅱ级应急响应,在有效响应阶段应重点考虑如何有效控制交通需求;在重点应对阶段,应由公安交通管理部门视具体情况采取必要的交通管制措施,而对于Ⅲ级、Ⅳ级应急响应的工作重点应该是如何有效地适应各种交通管制措施。
[Abstract]:In order to effectively solve the problem of emergency management of urban road traffic under various severe weather conditions, this paper analyzes the influence of severe weather on urban road traffic system, and points out that emergency disposal of urban road traffic should be based on information and effective response. The four-stage model of response and rapid recovery should be used to deal with it effectively, and different emergency measures should be taken according to different levels of emergency response. In the stage of information acquisition, it is necessary to start the corresponding urban road traffic emergency management grading response plan based on the weather department classified warning information, for grade I, level II emergency response, In the effective response stage, we should focus on how to control traffic demand effectively; in the key response stage, the traffic management department of public security should take the necessary traffic control measures according to the specific situation, but for the third grade, Level IV emergency response should focus on how to effectively adapt to various traffic control measures.
