公交专用道全寿命周期成本效益分析理论与方法研究

【摘要】:在我国各大城市纷纷大力修建公交专用道的大背景下,分析公交专用道建设成本与运营效益显得迫在眉睫。论文从全寿命周期角度出发,对影响公交专用道成本效益的因素、公交专用道寿命期划分、公交专用道全寿命周期成本效益构成、公交专用道全寿命周期成本效益模型进行研究,提出公交专用道全寿命周期成本效益分析的方法,具体研究成果如下: 分析公交专用道现状、意义、设置条件,从全寿命周期角度,将公交专用道生命期划分为规划设计、建设实施、运营管理、结构拆除四个阶段,探讨不同阶段成本效益的组成,提出公交专用道全寿命周期成本效益分析的基本思路; 分析影响居民出行方式选择的因素,基于随机效用理论,以出行时间、费用为特性变量,,提出出行时间的测算方法,采用二项Logit模型构建设置公交专用道后社会车辆向公交转移模型; 在公交专用道全寿命周期成本效益组成的基础上,提出公交专用道内部成本评估方法,着重对建设实施阶段外部成本进行讨论,提出出行时间增加成本、车辆运行增加成本、交通安全成本的计算方法。针对运营期效益从出行时间节约效益、车辆运行成本节约效益、安全效益分析公交专用道寿命期总效益,同时提出采用Logsum方法对公交专用道运营期出行者效益进行测算;最后,考虑资金时间价值,分别构建公交专用道全寿命周期成本、效益分析模型,分析公交专用道成本效益; 以西安市西影路为研究对象,对西影路道路、交通状况进行调查,从路段车速、交叉口延误、车辆运行费用三项指标分析公交专用道设置效果,并对公交专用道全寿命周期成本效益进行计算分析,将一般效益测算方法与Logsum方法的计算结果进行对比。
[Abstract]:Under the background of every big city in our country to construct the bus lane one after another, it is urgent to analyze the construction cost and operation benefit of the bus lane. From the point of view of the whole life cycle, the paper analyzes the factors that affect the cost benefit of the bus lane, the division of the life cycle of the bus lane, and the cost benefit structure of the whole life cycle of the bus lane. The cost benefit model of bus lane life cycle is studied, and the method of cost benefit analysis of bus lane life cycle is put forward. The concrete research results are as follows: This paper analyzes the current situation, significance, setting conditions of bus lanes, divides the life cycle of bus lanes into four stages: planning and design, construction and implementation, operation management and structure demolition, and discusses the composition of cost and benefit in different stages. The basic idea of cost-benefit analysis in the whole life cycle of public transport lanes is put forward. Based on the random utility theory and taking travel time and cost as characteristic variables, the method of calculating travel time is put forward. Two Logit models are used to construct the transfer model from social vehicles to public transport after setting up bus lanes. On the basis of the cost benefit composition of the whole life cycle of the bus lane, this paper puts forward the internal cost evaluation method of the bus lane, and discusses the external cost in the construction implementation stage, and points out that the travel time increases the cost, and the vehicle operation increases the cost. The calculation method of traffic safety cost. Aiming at the benefit of operation period from travel time saving benefit, vehicle running cost saving benefit, safety benefit analyzing the total benefit of public transport lane life cycle, the paper also puts forward the method of Logsum to calculate the passenger benefit in the public transport lane operation period; finally, Considering the time value of the capital, the cost and benefit analysis model of the bus lane is constructed, and the cost benefit of the bus lane is analyzed. Taking Xiying Road of Xi'an City as the research object, this paper investigates the road and traffic situation of Xiying Road, and analyzes the effect of setting bus lanes from three indexes: speed of road, delay of intersection and running cost of vehicles. The calculation and analysis of the whole life cycle cost benefit of the bus lane are carried out, and the calculation results of the general benefit calculation method and the Logsum method are compared.
