海事调查取证系统的研究

【摘要】:近年来,国家对海事监管平台的建设力度不断加大,以便能够切实履行保护海洋权益,应对海上突发事件的迫切任务。在海事巡航执法力量建设上,通过新建大吨位的巡航执法船,增添和购置新型导助航设备,海事部门的海上巡航执法能力有了显著提高,但也存在着海事装备层次差距较大,整体信息化水平相对较低等问题。目前海事部门有效行使海上交通事故调查与处理,海上搜寻与水域污染监测的一个基本手段就是海上调查取证系统,本课题的主要工作就是研究如何利用商用流行技术(COTS:Commercial-off-the-shelf)来构建满足中小型海巡船执行海上调查取证任务的需求,同时建立海巡船与岸基监控中心的视频信息传输通道,提升海事巡查执法装备的信息化水平,提高海事监管和执法效率,填补海事调查取证系统在中小型海巡船上的应用空白。 论文中首先介绍了我国海事监管现状,针对系统研究中涉及的COTS技术进行了调研。结合海巡工作实际经验,进行了系统需求分析和功能设计,完成了系统总体设计。将系统划分为光电调查取证子系统和无线视频传输子系统,并针对两个子系统进行了详细设计,完成了系统初样机。经过现场测试,测试结果达到设计要求。最后结合已经完成的研究成果,提出了下一步的研究重点和计划。
[Abstract]:In recent years, the construction of maritime supervision platform has been strengthened, so that it can fulfill the urgent task of protecting marine rights and interests and dealing with maritime emergencies. In the construction of maritime cruising law enforcement force, through the establishment of large tonnage cruising law enforcement vessels and the addition and acquisition of new navigational aids, the maritime sector's maritime cruise enforcement capability has been significantly improved, but there is also a wide gap in maritime equipment levels. The overall level of information is relatively low and so on. At present, maritime departments effectively exercise the investigation and handling of maritime traffic accidents, and a basic means of maritime search and water pollution monitoring is the maritime investigation and forensics system. The main work of this subject is to study how to use the commercial popular technology COTS: Commercial-off-the-shelfto to construct a video information transmission channel for small and medium-sized coastal patrol vessels to carry out maritime investigation and forensics, and also to establish the video information transmission channels between coastal patrol vessels and shoreline surveillance centers. Improve the information level of maritime inspection equipment, improve maritime supervision and law enforcement efficiency, and fill in the application of maritime investigation and forensics system in small and medium-sized maritime patrol vessels. Firstly, the present situation of maritime supervision in China is introduced, and the COTS technology involved in the system research is investigated. Based on the practical experience of sea patrol, the system requirement analysis and function design are carried out, and the overall design of the system is completed. The system is divided into photoelectricity investigation and evidence collection subsystem and wireless video transmission subsystem, and the two subsystems are designed in detail, and the initial prototype of the system is completed. After field test, the test results meet the design requirements. Finally, combined with the completed research results, put forward the next research focus and plan.
