公交场站综合开发策略及建设模式研究

【摘要】:伴随着城镇化进程的推进,我国城市逐渐呈现出了高度聚集和紧凑布局的发展特征,交通拥堵问题也开始日益凸现,这决定了优先发展公共交通是中国城市和城市交通发展的必然选择。然而在目前以政府为主导的场站建设模式下,公交场站的服务水平无法满足公交发展的需要,逐步成为制约城市公共交通优先发展的重要因素之一,为此公交场站综合开发的建设模式被提出并加以应用。 目前国内对公交场站综合开发的相关研究很有限,致使各地的实践依旧处于摸索的状态,因此对公交场站综合开发模式进行系统性的总结和针对性的分析是十分必要而迫切的。论文通过调研访谈及多学科交叉分析的方法,围绕“什么是公交场站综合开发”、“为什么要进行公交场站综合开发”和“如何进行公交场站综合开发”三个核心问题对公交场站综合开发模式的理论基础和应用策略展开分析。 论文首先依据福利经济学的相关理论,对公交场站的准公共品属性和正外部性进行了探讨,提出公交场站综合开发是公共交通正外部性内部化的有效手段。其次在对综合开发、联合开发及其各类衍生概念进行辨析的基础上,,明确了本文所要研究的“公交场站综合开发模式”的具体含义,并从建设用地、建设资金、支持政策等方面,对公交场站综合开发的必要性和可行性进行了分析。 针对“如何进行公交场站综合开发”的问题,论文将研究分为了开发策略和建设模式两个层面。在开发策略层面,提出了包括技术可行性、经济可行性、外部影响可行性在内的基础性原则和由区域良性引导和供需匹配组成的附加原则,进而从物业开发属性、场站自身属性和城市区位属性三个维度着重分析了针对不同区位、不同功能的公交场站所适宜采用的综合开发策略;在建设模式层面,论文分析了公私合营模式参与综合开发的必要性与可行性,并研究了BOT模式下公交场站综合开发用地获取方式、合作组织模式、开发流程及各参与主体的职能定位。 本文对综合开发理论系统性的总结和针对性的分析能够对各地公交场站综合开发政策制定及实际建设提供参考。
[Abstract]:With the advancement of urbanization, cities in our country gradually show the development characteristics of high concentration and compact layout, and the traffic congestion problem is becoming increasingly prominent. This determines the priority of development of public transport is the inevitable choice of urban and urban transport development in China. However, the service level of the bus stop can not meet the needs of the development of public transport, and it has gradually become one of the important factors restricting the priority development of urban public transport. Therefore, the construction mode of comprehensive development of bus station has been put forward and applied. At present, the relevant research on bus station comprehensive development is very limited in our country, resulting in the practice in various places is still in a groping state, so it is very necessary and urgent to systematically summarize and analyze the comprehensive development mode of public transit station. This paper focuses on "what is the comprehensive development of public transport station" through the methods of investigation and interview and multi-disciplinary cross-analysis. Three core problems of "why to develop the bus station synthetically" and "how to carry out the comprehensive development of the bus station" are analyzed on the theoretical basis and the application strategy of the comprehensive development mode of the bus station. Firstly, according to the relevant theory of welfare economics, this paper discusses the quasi-public goods attribute and positive externality of public transport station, and points out that the comprehensive development of bus station is an effective means to internalize the positive externality of public transportation. Secondly, on the basis of discriminating and analyzing the concepts of comprehensive development, joint development and all kinds of derivatives, this paper clarifies the specific meaning of the "comprehensive development mode of public transportation station" which is to be studied in this paper, and from the view of construction land, construction funds. The necessity and feasibility of comprehensive development of bus station are analyzed. Aiming at the problem of "how to develop the bus station synthetically", the paper divides the research into two levels: development strategy and construction mode. At the level of development strategy, the basic principles including technical feasibility, economic feasibility, external influence feasibility and the additional principle composed of regional benign guidance and matching between supply and demand are put forward. The three dimensions of the field station's own attribute and the city's location attribute mainly analyze the suitable comprehensive development strategy for the different location and different function of the bus station. This paper analyzes the necessity and feasibility of the public-private joint venture mode to participate in the comprehensive development, and studies the way of obtaining the land for comprehensive development of public transport station under bot mode, the mode of cooperative organization, the development process and the function orientation of the participants. The systematic summary and targeted analysis of the comprehensive development theory can provide a reference for the policy formulation and practical construction of the comprehensive development of public transport stations.
