从综合交通规划角度看小汽车限制政策的实施——以深圳市为例

【摘要】:小汽车限购、限行政策引发各界讨论,但是缺少从城市综合交通体系角度出发阐述并反思政策推出背景和调整思路等方面的研究。分析讨论深圳市历次综合交通体系规划中小汽车限制政策规划内容及实施情况。探讨综合交通体系规划层面,面向道路交通可持续发展应当提出的小汽车限制政策内容及要求。在战略层面提出小汽车发展政策,强调交通规划与城市总体规划的协调,强化管理政策的法定地位。最后提出,要持续加快构建一体化公共交通体系,并通过更严格的限制小汽车拥有、使用措施,继续深化道路空间使用管制。
[Abstract]:The limited purchase of cars and the policy of restricting cars have aroused discussion from all walks of life, but there is a lack of research on the background and adjustment of the policy from the point of view of the urban comprehensive transportation system. This paper analyzes and discusses the planning content and implementation of the car restriction policy in the past comprehensive traffic system planning in Shenzhen. This paper discusses the contents and requirements of the car restriction policy for the sustainable development of road traffic at the level of comprehensive traffic system planning. At the strategic level, it puts forward the policy of car development, emphasizes the coordination of traffic planning and urban master plan, and strengthens the legal status of management policy. Finally, it is proposed that we should continuously accelerate the construction of an integrated public transport system, and continue to deepen the control of road space use through more stringent restrictions on car ownership and usage measures.
