高速公路建设中安全生产费用管理研究

【摘要】：高速公路工程建设工程投入十分巨大，其安全生产费用的合理投入和有效管理对建设项目顺利实施有着重要的作用，然而长期以来我国高速公路安全生产形势却不容乐观，其一方面，作为建设主体的企业很难掌握安全生产费用的实际使用情况，另一方面，日常管理上缺乏安全生产费用分配支出的标准和依据。本文总结了我国高速公路建设安全生产现状和现行的有关高速建设行业的安全生产费用的法律法规，基于统计数据分析了高速公路建设中的事故类型、发生部位和事故原因，在此基础上对高速公路建设中的可能存在的重大危险源进行分类和评价分析。通过研究高速公路生产建设中安全生产费用的成本构成和安全生产事故损失构成，基于有关法规将安全生产费用的支出细分为九个方面，将其作为构成目标函数的主要内容。在分析安全生产费用效益特点和规律的基础上，利用混沌优化算法生成目标函数所需的混沌序列，以项目安全费用总投入和各分项安全费用投入的最小值作为求解目标函数的约束条件，建立安全生产费用分配模型，利用MATLAB软件进行编程和迭代运算，求得目标函数的最优化解，采用了最低可行合理原则和效用理论，分析判断目标函数的解是否符合安全投入经济性原则。最后依托江罗高速公路开展工程实例计算分析，在此基础上提出了针对对安全生产费用优化分配的建议。研究结果表明，论文研究建立的模型能较好地对安全生产费用管理的实际状况进行优化，使项目风险水平处于安全可控水平，可为高速公路施工企业安全生产费用管理提供依据和指导。
[Abstract]:The investment of expressway construction project is very huge, the reasonable input and effective management of its safety production cost plays an important role in the smooth implementation of the construction project. However, for a long time, the safe production situation of expressway in our country is not optimistic. On the one hand, it is very difficult for the enterprises as the main body of construction to grasp the actual use of the safety production expenses, on the other hand, there is a lack of standard and basis for the allocation of the expenses in the daily production safety production. This paper summarizes the present situation of expressway construction safety production in China and the current laws and regulations on the cost of high speed construction industry. Based on the statistical data, this paper analyzes the types of accidents, the location of accidents and the causes of accidents in expressway construction. On this basis, the possible major hazard sources in expressway construction are classified and evaluated. By studying the cost composition of safety production cost and the composition of safety production accident loss in expressway production construction, the expenditure of safety production cost is subdivided into nine aspects based on relevant laws and regulations, which is regarded as the main content of composing objective function. On the basis of analyzing the characteristics and rules of cost and benefit of safety production, chaotic sequence of objective function is generated by chaos optimization algorithm. Taking the minimum value of the total project safety cost and the input of each item safety cost as the constraint condition to solve the objective function, a safety production cost allocation model is established, and the MATLAB software is used to program and iterate. In order to obtain the optimal solution of the objective function, the minimum feasible and reasonable principle and the utility theory are adopted to analyze and judge whether the solution of the objective function conforms to the economic principle of safety input. Finally, based on the calculation and analysis of Jiangluo Expressway project, the paper puts forward some suggestions for optimizing the allocation of production safety costs. The results show that the model established in this paper can optimize the actual situation of production safety cost management and make the risk level of the project safe and controllable. It can provide the basis and guidance for the expressway construction enterprise safety production expense management.
