【摘要】：十八届三中全会提出必须切实转变政府职能,深化行政体制改革,创新行政管理方式,增强政府公信力和执行力,建设法治政府和服务型政府。海事机构是依法履行海事管理及提供海事公共服务的国家行政部门,海事行政管理对保证水上安全和航运市场秩序有关键作用,切实转变行政理念,维护群众的根本利益,构建服务型海事是形势所趋,是海事发展的终极目的。审视我国内河海事管理体制,经过多次改革,不断适应经济社会发展,服务效能不断提升,但用审视的目光来观察,目前内河海事管理体制依然呈现出诸多不足,现有的内河海事管理体制与水路运输业的发展和统一航运市场的形成还存在结构性的矛盾。本论文从我国行政管理体制改革的大背景中出发,结合盐城地方海事系统的行政管理体制的特点,从分析现行体制存在的问题入手,参考国外发达国家的先进经验,运用新公共服务理论、服务型政府的相关理论、政府与市场关系、组织行为学等理论,沿着从宏观到微观的思路,依次从职能配置、组织体系和运行机制三个方面有针对性地提出适合我国当前国情和社会主义市场经济发展要求的内河管理体制改革的具体建议。
[Abstract]:The third Plenary session of the 18th CPC Central Committee pointed out that it is necessary to transform the government function, deepen the reform of administrative system, innovate the way of administration, strengthen the credibility and executive power of the government, and build a government ruled by law and a service-oriented government. Maritime organizations are the state administrative departments that perform maritime administration and provide maritime public services in accordance with the law. Maritime administration plays a key role in ensuring water safety and order in the shipping market, effectively changing administrative concepts and safeguarding the fundamental interests of the masses. It is the trend of the situation and the ultimate aim of maritime development to construct the service maritime industry. After many reforms, the management system of inland river maritime affairs in our country has been adapted to the development of economy and society, and the service efficiency has been improved constantly. However, the present maritime management system of inland rivers still presents many deficiencies. There are structural contradictions between the existing inland waterway maritime management system and the development of waterway transportation industry and the formation of unified shipping market. Based on the background of the reform of administrative system in our country and the characteristics of the administrative management system of Yancheng local maritime system, this paper begins with the analysis of the problems existing in the current system, and refers to the advanced experience of the developed countries abroad. Using the new public service theory, the relevant theory of service-oriented government, the relationship between government and market, the theory of organizational behavior, and so on, according to the ideas from macro to micro, the distribution of functions is followed in turn. Three aspects, organization system and operation mechanism, put forward concrete suggestions on the reform of inland river management system suitable for the current situation of our country and the demand of the development of socialist market economy.
