BOT融资模式下的高速公路建设项目特许定价研究

【摘要】:高速公路的发展是衡量国家现代化的重要标志,对国民经济持续、健康、稳定的发展起着极其重要的作用。为了更好的促使高速公路的服务效率和缓解政府建设高速公路的财政压力,BOT模式越来越多地被应用于高速公路建设项目。然而我国高速公路应用BOT模式还处于探索研究阶段,还存在很多不合理的地方,尤其是在定价方面。定价问题涉及到政府、投资方、道路使用者和社会等多方利益,合理地确定价格是项目成功的关键。因此,研究BOT模式下的高速公路特许定价问题对指导我国高速公路建设与运营管理具有十分重要的理论和实际意义。本文以高速公路BOT项目为研究对象,首先介绍了BOT模式相关理论,并通过高速公路的经济属性分析了高速公路项目应用BOT融资模式的可行性。其次对比分析了国内外有关公路定价方法的优点与不足,再根据成本反算法中的净现值确定了高速公路定价的主要影响因素,以此提出基于项目成本、投资收益率、交通量、特许期限、风险等因素的定价模型,并详细分析了模型中的关键参数,构建了级差效益模型以此改进定价。然后以PJ高速公路为案例对定价模型进行算例分析,通过计算证实本文的特许定价模型符合实际的情况。最后从加强完善相关法律法规、加强政府监管、完善信息公开制度和听证会制度、开展服务评价四个层面提出完善定价的措施。
[Abstract]:The development of expressway is an important symbol to measure the national modernization and plays an extremely important role in the sustained, healthy and stable development of the national economy. In order to promote the efficiency of expressway service and alleviate the financial pressure of government to build expressway, bot model is more and more used in expressway construction projects. However, the application of bot model in freeway in China is still in the stage of exploration and research, and there are still many unreasonable places, especially in the aspect of pricing. Pricing involves the interests of the government, investors, road users and the society, and reasonable pricing is the key to the success of the project. Therefore, it is of great theoretical and practical significance to study the expressway concession pricing in bot mode to guide the expressway construction and operation management in China. This paper takes the expressway bot project as the research object, first introduces the related theory of bot mode, and analyzes the feasibility of applying bot financing mode in expressway project through the economic attribute of expressway. Secondly, the advantages and disadvantages of highway pricing methods at home and abroad are compared and analyzed, and then the main influencing factors of highway pricing are determined according to the net present value in the cost inverse algorithm, and based on project cost, investment rate of return, traffic volume, etc. The pricing model of concession period, risk and other factors, and the key parameters of the model are analyzed in detail, and the differential benefit model is constructed to improve the pricing. Then take PJ highway as a case study to analyze the pricing model and verify that the franchise pricing model is in line with the actual situation. Finally, the paper puts forward some measures to improve pricing from four aspects: strengthening relevant laws and regulations, strengthening government supervision, perfecting information disclosure system and hearing system, and carrying out service evaluation.
