昌吉发改委绩效考核管理系统的设计与实现

【摘要】:党的十八大以来,政府机关深入开展“转作风、提效能”活动。绩效管理已逐渐成为各行政部门抓落实、推创新的好抓手,带队伍、促成长的好帮手。如何建立科学有效的绩效管理系统,便成为人们普遍关注的热点问题。本文结合昌吉发改委的实际业务现状设计与实现了一套员工绩效考核管理系统,员工绩效考核系统的成功运行对规范绩效考核管理工作起到积极的作用。本文主要介绍了员工绩效考核管理系统的设计和实现的过程,论文首先对绩效考核系统发生的背景以及国内外的研究现状进行了描述。随后员工对绩效考核管理系统的需求分析进行详细的分析,结合业务流程图、功能用例模型对系统的业务需求和功能需求进行了详细的介绍。通过时序图、类图对绩效考核管理系统的功能模块的设计过程进行了详细的分析,通过数据库的E-R建模和数据库的表结构对数据库的设计过程进行了描述。最后,对使用JAVA编程工具和SQL SERVER 2008数据库完成系统的实现过程进行了说明,同时对测试的过程和测试结果也进行了相应的介绍。系统最终实现了基本规则设置、绩效方案管理、绩效计划管理、绩效跟进、绩效评估、我的绩效、系统管理功能。系统的运行结果表明,系统基本可以满足昌吉发改委对绩效考核管理工作的要求,显著的提高了绩效考核管理部门人员的工作效率和工作水平。
[Abstract]:Since the 18 National Congress of the Party, the government organs have carried out the activities of "changing style and raising efficiency" in depth. Performance management has gradually become a good grasp and team for all administrative departments to grasp implementation and promote innovation. How to set up a scientific and effective performance management system has become a hot issue that people pay close attention to. This paper designs and implements a set of employee performance appraisal management system combined with the actual business situation of Changji Development and Reform Commission. The successful operation of employee performance appraisal system plays a positive role in standardizing performance appraisal management. This paper mainly introduces the design and implementation process of employee performance appraisal management system. Firstly, the paper describes the background of the performance appraisal system and the current research situation at home and abroad. Then, the staff analyze the requirements of the performance appraisal management system in detail, combined with the business flow chart, The functional use case model introduces the business requirements and functional requirements of the system in detail. The design process of the functional modules of the performance appraisal management system is analyzed in detail by timing diagram and class diagram. The design process of the database is described through the E-R modeling of database and the database table structure. Finally, the realization process of the system using JAVA programming tool and SQL SERVER 2008 database is described. At the same time, the testing process and test results are also introduced. The system finally realizes the basic rule setting, performance scheme management, performance plan management, performance follow-up, performance evaluation, my performance, The system management function. The system operation results show that the system can basically meet the requirements of Changji Development and Reform Commission for performance appraisal management, and significantly improve the performance appraisal management staff work efficiency and work level.
