【摘要】：X县市场和质量监督管理局,作为负责市场监督管理和行政执法相关工作的政府部门,在当今执法手段日益信息化的发展趋势中,逐渐推进监管制度的完善,有效发挥出市场监管机关在推动经济社会健康快速发展中的作用,加强市场监管中行政执法系统的开发,设计一套适合该局日常执法工作的系统,对于规范县市场监管局行政行为,提高行政执法监管效能与相应的服务水平具有极其重要的意义。该系统的设计希望能够实现一个信息较为安全、可靠,安装更方便、快捷,使用起来简洁、明了,易学且易用的县市场监管局行政执法系统。通过开发该系统,其各功能模块总体上能满足县市场监管局行政执法工作的需要,该系统的性能也能满足其设计目标,极大地提高其行政执法业务的工作效率。本论文详细介绍了X县市场监管局目前的行政执法现状,并根据行政执法系统在市场监管工作中的应用,结合了国内外执法系统的现状,对其需求及分析进行了探讨,设计出一种基于基层市场监管工作需要的行政执法系统。X县市场监督管理行政执法系统是一套针对目前市场监管部门进行市场执法与监管的需要,综合现有的国内外执法管理思想,以及市场目前的现状,采用快捷的信息化手段,潜心研发而成的一套执法系统。通过在该局运用先进的执法系统,以执法监管系统为依据,可以使案管、注册登记和消费投诉等各个工作节点法制化程度得到改善,实现工作法治化,提高市场监管能力和执法水平,为今后的市场监管执法提供良好的示范带头作用。
