大数据视阈下的风险分配正义

【摘要】：大数据发展中存在数据来源失实性、数据传递失真性、数据分析失效性、数据应用失序性和数据存储失控性等问题,将导致大量数据风险产生,并对个体发展、国家安全和社会稳定造成严重影响。当前,大数据风险分配中存在分配主体单一、分配程序不科学、分配制度不完善和风险补偿化解不合理等问题,由此导致大数据风险分配不正义。对此,必须强化数据风险意识,不断提升数据素养;恪守分配正义理念,有效化解数据风险;加快数据立法,降低数据风险;提升技术水平,规避数据风险;强化社会保障,弱化数据风险;创建合作平台,协同治理数据风险。
[Abstract]:In the development of big data, there are some problems, such as data source distortion, data transmission distortion, data analysis failure, data application disorder and data storage runaway, which will lead to a large number of data risks and individual development. National security and social stability have serious implications. At present, there are some problems in big data's risk distribution, such as single distribution subject, unscientific distribution procedure, imperfect distribution system and unreasonable risk compensation, which leads to the unfairness of big data's risk distribution. In view of this, we must strengthen the awareness of data risk, constantly improve data literacy, adhere to the concept of distribution justice, effectively resolve data risk, accelerate data legislation, reduce data risk, improve the technical level, and avoid data risk. Strengthen the social security, weaken the data risk, establish the cooperation platform, and manage the data risk in cooperation.
