苏州边缘区村庄土地弹性利用研究

【摘要】：自我国改革开放以来,城市化进入快速发展的新时期,日益改善的区域社会经济条件和基础设施条件给城市边缘区带来的变化更加明显。较之广大的腹地农村,边缘区村庄拥有较好的区位优势、市场优势及资金、技术、信息、人才等优势。土地作为基本生产要素,是当前甚至未来较长时期里中国城市快速扩张过程中的重要积累来源。土地资源的合理高效利用对国家粮食安全战略、社会主义新农村战略和城乡统筹发展战略这三个国家战略起到了重要的支撑作用。因此,如何在承载城乡发展的同时,实现边缘区村庄土地合理高效利用的问题是当前亟需解决的重大课题,其不仅影响我国的城市化进程,更加关系着我国社会经济的可持续发展。本文旨在探寻解决城市边缘区村庄土地可持续利用的调控方法与现实途径,主要通过弹性控制、弹性规划、弹性管理的策略达到缓解边缘区耕地压力、优化土地资源配置以及理顺城乡用地关系的目的。首先,分析苏州边缘区发展历程和土地利用现状,按照地理区位特征、人口构成特征、产业经济特征、景观风貌特征、城乡空间特征,将城市边缘区村庄划分为独立型、交融型、侵入型三种类型,并划分出苏州三类边缘区村庄的空间分布范围。其次,通过调研三类边缘区村庄土地利用现状条件,从评价内容、实施结果和管理机制三方面构建边缘区村庄土地弹性利用综合指标体系,根据评价结果科学合理、有针对性的制定出不同区位的苏州边缘区村庄土地弹性利用最佳模式。然后,根据综合评价的结果通过运用“灰色用地”规划方法分别对苏州独立型、交融型、侵入型三类边缘区村庄建设用地和非建设用地进行弹性利用的具体实践,从土地利用、建筑功能、人口转移三个视角制定出边缘区村庄土地弹性利用导则。最后,从战略层面和操作层面上研究边缘区村庄土地弹性管理机制,并建立土地弹性利用保障性实施措施,完善边缘区村庄土地弹性管理体系,以达到调整苏州边缘区村庄土地利用结构的目的。本论文希望通过对苏州边缘区村庄土地弹性利用的相关研究为城市边缘区村庄健康有序发展提供有益的帮助,并且为已面临或将要面临的此类问题的边缘区发展起到一定的参考指导作用。
[Abstract]:Since China's reform and opening up, urbanization has entered a new period of rapid development, and the increasingly improved regional social and economic conditions and infrastructure conditions have brought more obvious changes to the urban fringe. Compared with the hinterland villages, the marginal villages have better regional advantages, market advantages and advantages of capital, technology, information, talents and so on. As a basic factor of production, land is an important source of accumulation in the process of rapid urban expansion in China. The rational and efficient utilization of land resources plays an important supporting role in the national food security strategy, the new socialist countryside strategy and the overall development strategy of urban and rural areas. Therefore, how to realize the rational and efficient use of rural land in marginal areas while carrying the development of urban and rural areas is an important issue that needs to be solved, which not only affects the process of urbanization in our country. More related to our social and economic sustainable development. The purpose of this paper is to explore the methods and practical ways to solve the problem of sustainable land use in villages in urban fringe areas, mainly by means of elastic control, flexible planning and flexible management to relieve the pressure of cultivated land in marginal areas. The purpose of optimizing the allocation of land resources and straightening out the relationship between urban and rural land use. First of all, it analyzes the development course and land use status of Suzhou marginal area. According to the geographical location characteristics, population composition characteristics, industrial and economic characteristics, landscape features, urban and rural spatial characteristics, the urban fringe villages are divided into independent type. There are three types of blending type and intrusive type, and the spatial distribution range of three kinds of marginal villages in Suzhou is divided. Secondly, by investigating the present conditions of land use in three kinds of marginal villages, the paper constructs a comprehensive index system of village land elastic use from three aspects of evaluation content, implementation result and management mechanism. According to the evaluation results, it is scientific and reasonable. The best model of land elasticity utilization in Suzhou marginal area is established. Then, according to the results of comprehensive evaluation, through the use of "grey land" planning method to make elastic use of rural construction land and non-construction land in three types of marginal areas of Suzhou, namely, independent type, blending type and intrusive type, the paper discusses the land use from the point of view of land use. Construction function, population transfer three angles of view to develop the marginal village land elastic use guidelines. Finally, from the strategic level and the operational level, the paper studies the land elasticity management mechanism of the village in the marginal area, and establishes the implementation measures of the land elasticity utilization guarantee, and consummates the land elastic management system of the village in the edge area. In order to achieve the purpose of adjusting the land use structure of villages in Suzhou marginal area. This paper hopes to provide beneficial help for the healthy and orderly development of the villages in the edge of Suzhou through the research on the elastic land use of the villages in the edge areas of Suzhou. It also plays a certain reference role in the development of the edge region of these problems that have been faced or will be faced with.
