建筑施工组织设计常见问题及对策

【摘要】：建筑工程施工是一项复杂的工作,建筑产品体积庞大,生产周期长,是一个集建筑艺术、建筑功能、建筑结构、装饰装修、供水供电、采暖通风、智能系统为一身的综合体。完成一项工程需要多单位、多工种的协同配合,并且在实施过程中,还受到周围各种主客观条件的影响。为了在保障实现质量、成本、工期、安全等目标的前提下完成某项工程任务,必须根据建设单位的要求以及拟建工程特点,在对各种原始资料进行充分调查的基础上,编制一份用于指导项目施工全过程的技术、经济和管理的综合性文件,这份文件就是施工组织设计。施工组织设计产生于计划经济年代,沿用至今已有几十年的历史,是我国建筑施工企业一项重要的管理制度,是建筑施工管理工作的核心与灵魂,其对于项目管理的重要性是显而易见的。但长期以来,由于各种各样的原因,我国对施工组织设计的编制和管理一直没有形成统一的标准和规定,如何规范编制施工组织设计一直困扰着工程技术人员,施工企业在如何评判施工组织设计方面也是无据可依,这在很大程度上制约了施工组织设计作用的正常发挥。在经济体制和施工管理模式发生巨大变化的形势下,《建筑施工组织设计规范》(GB/T50502—2009)应运而生,为施工组织设计编制的标准化、规范化提供了法定依据。本论文即依据《建筑施工组织设计规范》的要求,以施工企业和工程技术人员最常见的单位工程施工组织设计为对象,详细论述了施工组织设计的作用、分类、内容、编制与执行中常见的问题,并结合工程实践对各部分的编制提出了合理化建议。
[Abstract]:The construction of building engineering is a complex work with large volume of building products and long production cycle. It is a complex of architectural art, architectural function, architectural structure, decoration and decoration, water supply and power supply, heating and ventilation, and intelligent system. In order to complete a project, multi-unit and multi-work cooperation is needed, and in the process of implementation, it is also affected by various subjective and objective conditions around the project. In order to complete a project task on the premise of ensuring the quality, cost, time limit and safety, it is necessary to investigate all kinds of original data according to the requirements of the construction unit and the characteristics of the proposed project. Prepare a comprehensive technical, economic, and management document to guide the construction process of the project. This document is the design of the construction organization. The construction organization design originated from the planned economy age and has been used for several decades. It is an important management system of the construction enterprises in our country. It is the core and soul of the construction management work. Its importance to project management is obvious. However, for a long time, because of various reasons, the compilation and management of construction organization design in our country has not formed a unified standard and regulation, how to standardize the compilation of construction organization design has been puzzling engineering technicians. There is no evidence to judge the design of construction organization, which restricts the normal function of the design of construction organization to a great extent. Under the situation of great changes in economic system and construction management mode, GB/T50502-2009 emerged as the times require, which provides the legal basis for standardization and standardization of construction organization design. In this paper, according to the requirements of "Code of Construction Organization Design", the function, classification and content of construction organization design are discussed in detail, taking the most common construction organization design of construction enterprises and engineering technicians as the object. The common problems in compilation and execution are discussed, and some reasonable suggestions are put forward in combination with engineering practice.
